He stated the property is zoned I-2 (Heavy Industrial) and the use is considered a contractor yard with outside storage requiring a Conditional Use Permit. He noted two people are against the CUP approval. He noted the building needs a fire suppression system and a few other building modifications. Councilmember Bourke asked if the dumpsters will be empty when the trucks return to the property. Planning Director Schafer replied yes. Councilmember Bourke asked if the two driveways for the property will remain. Planning Director Schafer replied the two driveways will remain. Councilmember Clark asked about a previous zoning change that is referenced in an email received from Shawn Weinand. Planning Director Schafer replied the rezoning of adjacent vacant properties from heavy industrial to light industrial was done per staff suggestion to Council. He noted the corner property had and retained the heavy industrial zoning. Mayor Ryan stated Peterson’s had semi-trucks with sheet rock unloading at this property. He noted this use will work right on this property. Mr. Nitti stated his company is currently working in The Lakes. He stated the trucks leave early in the morning and return around 5:30 p.m. He noted the trucks will not use Cloud Drive. Adopted 12. He stated the street lights are LED lights on 30 foot tall fiberglass poles that will be staggered by approximately 300 foot intervals. He stated the estimated cost for the street lights is $89,610. He noted that the City will also pay a monthly energy and maintenance fee of $9.46 per light per month. City Engineer Keely replied the estimated per lot assessment for the D. Erickson 4th Additiona area is $1,288.57 per lot over ten years and the Jackson Place area assessment is $1,206.52 per lot. She stated a portion of the project will be assessed over a ten year period to benefitting properties. She stated the replacement of existing sanitary sewer castings/rings is to be paid for by the City Public Utility Fund and the remaining portion of the project is to be paid from the City’s Municipal State Aid Street Fund and the Pavement Management Program Fund. Councilmember Kolb questioned the sewer access for a few residents that have septic systems on the south east side of the project and asked if the street markings will remain. City Engineer Keely replied the sewer system is limited on Jefferson and staff will research the sewer system and street markings. She stated a portion of the project will be assessed over a ten year period to benefitting properties. City Engineer Keely replied the road work includes subgrade work. Councilmember Bourke asked about aprons for driveways. City Engineer Keely replied the City will match the existing driveways. City Manager Arneson replied the City has one contract for RFP, which is the contract for City Attorney. Councilmember Clark requested a Workshop on contracts.
