HANS HAGEN HOMES, INC. (CASE FILE NO. 13-0065/SLK) Sponsors: Schafer Attachments: Lakes 58th Final Plat - Attachments Planning Director Schafer stated The Lakes of Radisson 58th Addition consists of subdividing approximately 8.54 acres into a subdivision with 30 dwelling units. The final plat also includes one outlot that will be deeded to the City for permanent parking for Lakeside Commons Park and beach. He stated that the plat contains one access point, Harpers Court, onto Lakes Parkway. He commented Harpers Court will be a public street and all homes will have driveway access to the new street. He noted that a number of the new homes will be immediately adjacent to either the beach or the new parking for the beach and Lakeside Commons Park and berms and landscaping will be installed to buffer the homes. Mayor Ryan asked if the grading and the parking lot will be done together. Planning Director Schafer replied yes. Adopted 12. ADMINISTRATION City of Blaine Page 5 City Council Minutes - Final March 20, 2014 12.-1 RES 14-044 JOINT RESOLUTION REQUESTING CONCURRENT DETACHMENT FROM BLAINE AND ANNEXATION TO SPRING LAKE PARK OF CERTAIN LANDS PURSUANT TO MINNESOTA STATUTE 414.061 Sponsors: Schafer Attachments: Map - SLP Parcels Planning Director Schafer stated the City’s boundary includes three small parcels just over an acre that is south of 85th Avenue. He stated the three parcels were owned by Cemstone, but are now owned by the City of Spring Lake Park (SLP). He noted that SLP plans to use the existing building for public works maintenance and storage facility. He stated that the process to detach the three parcels from the City is a simple process. He stated that SLP will prepare all documentation and applications and will compensate the City $500 for changing City maps and documents. Dan Bucholtz, Spring Lake Park (SLP) City Administrator, stated SLP realized that the property needed redevelopment and SLP needed to expand their maintenance facility. Councilmember Swanson asked what is happening with Nicklow’s. Spring Lake Park City Administrator Bucholtz stated SLP is negotiating an acquisition of the space and SLP has also purchased the Barber Shop. Councilmember Hovland asked about the service road. Planning Director Schafer replied the service road was formerly owned by Cemstone. Adopted City of Blaine Page 6 City Council Minutes - Final March 20, 2014 12.-2 RES 14-045 ADOPT THE 2014 OPEN SPACE AND TRAILS CAPITAL IMPROVEMENT PLAN Sponsors: Hafner Attachments: Open Space CIP 2014 Open Space Fund 2014-2020 Stormwater Manager Hafner stated in 2008 the City implemented an open space management plan to control invasive species in open spaces and in Pioneer, Laddie and Lochness parks; restoration of native species; and develop public use and appreciation of these significant areas. He noted that the projects have been successful with the exception of two project areas that have not been started. He noted the two areas are Lever Street (north of Main Street) which is landlocked and Site 7. He stated Site 7 is approximately 500 acres and contains a mix of wetlands and uplands. He stated Site 7 is envisioned as a potential destination for nature lovers and an example of pre-development Anoka sand plain ecosystem. Adopted 12.-3 MO 14-047 AUTHORIZE CITY MANAGER TO ENTER INTO CONTRACT WITH STANTEC CONSULTING SERVICE, INC. IN THE AMOUNT OF $22,279.00 FOR OPEN SPACE IMPROVEMENTS FOR SITE NO. 7 IN ACCORDANCE WITH PROPOSAL DATED FEBRUARY 18, 2014, IMPROVEMENT PROJECT NO. 14-09 Sponsors: Hafner Stormwater Manager Hafner stated the 500 acre open space west of Lexington and north of 109th Avenue project has progressed to a point that allows planning of trails and amenities. He stated a request for proposals was sent out and the City received four proposals. He stated staff evaluated the proposals and recommends the project be awarded to Stantec Consulting Service, Inc. Councilmember Swanson asked if a water feature will be included in the plan. Stormwater Manager Hafner replied yes. Approved City of Blaine Page 7 City Council Minutes - Final March 20, 2014 12.-4 MO 14-048 AUTHORIZE CITY MANAGER TO ENTER INTO CONTRACT WITH CRITICAL CONNECTIONS ECOLOGICAL SERVICES, INC. IN THE AMOUNT OF $687,688.00 FOR A WETLAND BANKING PROJECT FOR SITE NO. 7 IN ACCORDANCE WITH PROPOSAL DATED FEBRUARY 25, 2014, IMPROVEMENT PROJECT NO. 14-10 Sponsors: Hafner Stormwater Manager Hafner stated the City has a wetland banking project in the center of Site 7. He stated the proposed banking project would be funded by the Open Space and Trails fund with the potential of generating credits valued between $1.8 and $4.4 million. He stated a request for proposal was sent out and the City received two proposals. He stated staff reviewed the proposals and recommends the project be awarded to Critical Connections Ecological Services, Inc. Approved 12.-5 RES 14-046 APPROVE FIRST ADDENDUM TO WELLHEAD PROTECTION IMPLEMENTATION JOINT POWERS AGREEMENT Sponsors: Hafner Attachments: Wellhead Protection Implementation JPA 1st Addendum.pdf Stormwater Manager Hafner stated cities are required by the Minnesota Department of Health and Minnesota Rule §4720.5130 to prepare wellhead protection plans for community water supplies. He stated ten cities entered into a Wellhead Protection Joint Powers Agreement (JPA) with Anoka County in 1997 to develop the required plans. An additional JPA between Anoka County and eight Cities was approved in 2010 to implement the Wellhead Protection Plans. The first addendum to the Wellhead Protection Implementation JPA adds six additional Cities into the implementation program. Adopted 13. OTHER BUSINESS None. 14.
