COMMUNICATIONS Councilmember Clark asked if the City has salt for the current snow storm. City Manager Arneson replied the City is running low on salt, but will use what is available on the roads. He commented that the plows will be out at 4:00 a.m. Friday morning. Mayor Ryan commented that if the residents see someone dumping oil they need to dial 911 and report it. 7. Erickson 4th Addition and Jackson Place plat areas. She stated the proposed improvements will include spot curb replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction. She stated the proposed project is to be assessed over a ten-year period, using the unit method for residential properties as identified in the Public Improvement Special Assessment Policy. She stated replacement of existing sanitary sewer structure castings/rings will be paid for by the City Public Utility Fund. She stated the remaining portion is to be paid from the City’s Pavement Management Program fund. She noted the project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed. Mike Levesseur, 9947 Jackson Street, asked for the cost per lot and if a sidewalk could be built. City Engineer Keely replied the per lot estimated cost is $1,206.52 and is proposed to be assessed over ten years. Sidewalk is not proposed to be built with this project and a neighborhood would have to petition for a sidewalk. Mark Bubalo, 1247 130th Avenue, asked about an assessment in 2009 on roads and what the condition of the road and the recommended action at that time. City Engineer Keely stated the roads were evaluated and ranked in 2012 and the assessments are based on 25% of the cost. Mr. Bubalo questioned if the life expectancy of the road will be 60 years. Mayor Ryan replied probably not 60 years. He stated the Pavement Management Program is to maintain the roads throughout the City. City Engineer Keely stated a sealcoat would be placed in about5 years after the new pavement is installed and the street will be evaluated again and placed on a pavement management schedule. She stated the ranking numbers determine if a reconstruction or an overlay is needed. She stated this is the first reconstruction project to be done in Pavement Management Program in a residential area. She stated the proposed project is to be assessed over a ten-year period. She stated replacement of existing sanitary sewer castings/rings and replacement of existing hydrant and gate valves are proposed to be paid for by the City Public Utility fund and the remaining portion is to be paid from the City’s Municipal State Aid Street fund and the Pavement Management Program fund. She noted that the project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed. Bob Becker, 8726 Able Street, stated it seems decisions have already been made. He commented the homes on Able Street are not expensive; the assessment is excessive; and asked for the interest percentage. City Engineer Keely stated the interest rate has not been set but was at 4.5% last year and 5% the previous year. Mr. Becker requested a proper right turn lane be installed on Able Street at CSAH 10. He commented vehicles speed on Able Street. He suggested removing the striping on the road in order to slow down traffic. City Engineer Keely stated the parking striping was originally placed to help slow traffic down. She said that if the project moves forward, that tube counts and speed trailor can be used to check speeds on Able Street. She stated that the County did some work in this intersection a couple of years ago. She stated she will discuss the turn lane with the County. She noted that Able Street is a MSA road and has to meet MSA standards. Doug Boettcher, 8651 Able Street, stated he is concerned about the street’s elevation. He commented that water pools at the end of his driveway. He asked the City to check the elevation before the curb is set. Luke DeLaForest, 8720 Able Street, suggested a double yellow line stripedown Able in order for no passing. Doug Boettcher stated at County 10 the road has deteriorated and suggested using concrete instead of bituminous. She stated she will talk to the County. Councilmember Hovland stated he is concerned about detouring traffic onto Tyler Street during construction. Councilmember Swanson asked if temporary stop signs could be installed on Tyler Street. City Engineer Keely replied she will research temporary stop signs and report back to the Council. Amended 9.5 RES 14-050 ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE MILL AND OVERLAY OF NAPLES STREET FROM 95TH AVENUE TO THE 103RD STREET ALIGNMENT, IMPROVEMENT PROJECT NO. 13-23 Sponsors: Keely Attachments: Naples Loc Map Mayor Ryan opened the public hearing at 8:58 p.m. Councilmember Clark left the meeting at 8:58 p.m. and returned at 9:01 p.m. City Engineer Keely stated the proposed project improvements include a 4 inch bituminous overlay, 3 ½ inch full-width mill, and appurtenant construction for Naples Street from 95th Avenue to the 103rd Street alignment. She stated the proposed project is to be assessed over a five-year period and the remaining portion is to be paid from the City’s Municipal State Aid Street fund and Pavement Management Program fund. She noted that the project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed. Councilmember Swanson asked if truck weights could be posted. City Engineer Keely replied staff will research weight restrictions. She stated the proposed project is to be assessed over a ten-year period. She stated replacement of existing sanitary sewer castings/rings is proposed to be paid for from the Public Utility fund. She stated the remaining portion is to be paid from the Municipal State Aid Street fund and the Pavement Management Program fund. She noted that the project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed. Councilmember Hovland left the meeting at 9:13 p.m. and returned at 9:15 p.m. Cindy Gaasvig, 12641 Jefferson Street NE, asked about moving the light poles and transformers. She stated a person from Centerline Energy told her that light poles need to be a certain distance from the street. She asked how safe and costly will it be to move the light poles in order to construct the sidewalk. Councilmember Herbst questioned if the sidewalk could be located on the west side of the road. He commented he has not heard from the residents on the west side of the road. Councilmember Kolb stated the City received form letters from the residents; although it is unknown if the west side residents are in favor of having the side walk. Ms. Gaasvig commented she has had trouble with U.S. Mail being taken out of her mailbox and she had to switch to a P.O. Box. Robert Ihlang, 13040 Jefferson Street, stated the road is not residential; it is a major thorough fare and for this reason he does not agree with having City of Blaine Page 8 City Council Minutes - Final April 3, 2014 assessments on his property. He stated he is not in favor of a sidewalk at all. He commented the street is striped on the right side for parking and a sidewalk on the right side seems more appropriate. Craig Thompson, 12613 Jefferson Street, stated he has lived there since 1988. He stated the utilities will need to be moved and he is concerned for his landscaping and that his trees’ roots will be disturbed. He questioned the distance of the sidewalk from the street. City Engineer Keely stated she will research the distance and report back to Council. Mr. Thompson asked for the sidewalk to be located closer to the curb. He commented the east side of the street is wooded and the best place for the sidewalk would be on the west side. Bob Zeibol, 13041 Jefferson Street, stated the street is a busy through street. He noted the speed limit is posted at 40 miles per hour. He stated there are school buses, trucks hauling in addition to passenger vehicles on the street. He commented the traffic on the road is dangerous; dogs have been killed and cars have driven into his yard and house. He agrees a sidewalk is needed and necessary. He commented the costs should be shared since this road serves more than the neighborhood. Councilmember Herbst stated the cost is being shared with the City. Craig Thompson stated there should not be a crosswalk at 130th due to speeding vehicles. Sam Alexander, 12948 Madison Street NE, stated the project has unanswered questions. He stated at 129th Lane there is a grade problem and people cannot see what is coming over the hill. He asked the City to fix the grade of the road. Councilmember Herbst asked if there is a MSA road standard for hills. City Engineer Keely replied she will research the MSA standards and report back to Council. Mr. Alexander stated he does not let his kids walk on the road. He would prefer a sidewalk on the west side of the road. He commented he has picked up trash that people walking by his home have dropped. He is also concerned with losing his oak trees if the sidewalk is installed on the east side. Rick Vanderstapper, 605 129th Avenue NE, stated he is concerned about moving the power poles. He commented there are 22 utility poles on the east side and 7 utility poles on the west side. He noted the amount of work, money it will cost, and time it would take will be excessive to move the poles. Pastor Hollis Kim, Good Shepherd Covenant Church 12610 Jefferson Street, City of Blaine Page 9 City Council Minutes - Final April 3, 2014 asked if the school can share in the cost of the improvements. City Engineer Keely stated assessments are to properties adjacent to the project that have driveways onto the roadway and the school is not adjacent to the project. Pastor Hollis Kim asked for the traffic counts on the street. City Engineer Keely stated the count from 2011 was 5,600 vehicles per day which is why it is a MSA road. Pastor Hollis Kim asked about previous work done by Anoka County and questioned why 800 feet of curbing needs to be redone. City Engineer Keely stated the project will start at 125th Lane north of the gas station because south of there was reconstructed with the recent design build project of 125th Avenue. She stated that portion of the roadway was not included in this project. She stated the project will start from the design build and go north. She commented the 800 feet is the church’s parcel width at the street. She noted the church’s parcel was measured by front footage for calculation of proposed assessments. Pastor Hollis Kim stated his church holds events on Friday afternoons/evenings and asked if people will have issues with access to the church. City Engineer Keely stated she will get event information from the church and make arrangements with the contractor. Pastor Hollis Kim commented his church gives back to the residents of Blaine and the assessment would be a hardship for the church. Cindy Gaasvig asked about the cost per lot. Councilmember Kolb replied each lot pays the same amount except for the church. Mayor Ryan commented the City has a deferment program for seniors. Cindy Gaasvig commented that Bengal Drive connects to Jefferson. Mayor Ryan closed the public hearing at 10:19 p.m. Councilmember Kolb summarized the residents’ requests for staff to research the cost of moving poles and utilities; striping on the street; mail theft; grading of the road; church to extend assessment; if the school can be assessed; locate the sidewalk on the west side and notify residents; and add a stop sign to slow traffic, and stripe for bicycles. Paul Sorenson, 13169 Terrace Road NE, stated he has two parcels that abut Jefferson and has lived there for 40 years. He noted one of his lots is not buildable due to wetland and that both parcels do not have access onto Jefferson. He supports a sidewalk on either side of the street. He noted program requirements have proven to a burden especially to small business owners. He stated staff discussed the issue with Anoka County and decided to return the revolving loan funds and loan portfolio to Anoka County. He commented that the returned funds would be available for the City to apply for specific projects in the future.
