City of Blaine Page 2 City Council Minutes - Final August 7, 2014 6.-1 SPEAKER 2013 AUDIT AND CAFR REVIEW 14-04 Sponsors: Huss Peggy Moeller, Redpath and Company, gave an overview of the Comprehensive Annual Financial Report (CAFR), State Legal Compliance Report, Report on Internal Control, and Communication with Those Charged with Governance. She noted the City’s 2013 audit of financial statements received a clean opinion and the City received the 2012 GFOA Certificate of Achievement for Excellence in Financial Reporting Award. She stated staff has prepared a plan to replace the failing culvert with a concrete culvert to stop the erosion and install 120 feet of concrete curb to direct the runoff into two storm structures. She stated Flowerfield Road will be repaved with the Weston Woods development and staff is recommending Council accept a quote from C.W. Houle, Inc. in the amount of $27,733. She noted the funding source for this work is the Stormwater Utility Fund and there are sufficient funds to cover the costs. He noted the budget for 2015 has an increase due to legal fees for franchise transfer and renewal expenses, and 2% wage increase and benefits. He stated there are budgeted capital costs for replacing older video systems and computer software upgrades, licensing agreements, building landscaping, and building bond payment. He noted franchise fees paid back to member cities are the same as last year.
