CALL TO ORDER BY THE MAYOR The meeting was called to order at 7:30 p.m. by Mayor Ryan followed by the Pledge of Allegiance and the Roll Call. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Quorum present. Councilmember Kolb thanked the residents who voted in the primary. 7. OPEN FORUM FOR CITIZEN INPUT Mayor Ryan opened the Open Forum at 7:30 p.m. There being no input, Mayor Ryan closed the Open Forum at 7:31 p.m. 8. APPROVAL OF CONSENT AGENDA: Action 14-255 (AI 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, and 10.7) Councilmember Bourke requested the removal of agenda item 10.4. Councilmember Herbst requested the removal of agenda item 10.7. V14-02 Sponsors: Keely Attachments: Location Map City Engineer Keely stated new easements and right-of-way will be dedicated with future proposed plat of Springbrook. Adopted 11. DEVELOPMENT BUSINESS 11.-1 RES 14-152 GRANTING FINAL PLAT APPROVAL TO SUBDIVIDE 6.13 ACRES INTO 21 SINGLE FAMILY LOTS TO BE KNOWN AS WOODLAND VILLAGE 7th ADDITION AT WOODLAND PKWY/GHIA STREET NE. WOODLAND DEVELOPMENT CORPORATION. (CASE FILE NO. 14-0036/SLK) Attachments: Woodland Village 7th - Final Plat Planning and Community Development Director Schafer stated the final plat proposal consists of subdividing approximately 6.13 acres that is zoned DF (Development Flex) into a subdivision with 21 lots for single family residential units. RES 14-153 ORDER PREPARATION OF PROPOSED ASSESSMENT -1A FOR PAVEMENT MANAGEMENT PROGRAM - 2014 BITUMINOUS OVERLAY, IMPROVEMENT PROJECT NO. 14-01 Sponsors: Higgins and Keely Attachments: 14-01AsmtOrder&Call.xls 2014 Overlay Location Map for Assessment .pdf City Engineer Keely stated Project No. 14-01 includes a 1½ inch bituminous overlay, edge milling, sport curb replacement and appurtenant construction. She noted the assessment roll has been prepared consistent with the feasibility report. The amount to be assessed is $152,835.74 and the Pavement Management Program will contribute $177,530.90. She noted the public hearing is scheduled for September 18, 2014. Councilmember Herbst asked if there are issues with the quality of the contractor’s work. City Engineer Keely replied no issues have been reported. Adopted 12. Mayor Ryan adjourned the meeting for a short recess at 7:50 p.m. Mayor Ryan called the meeting back to order at 8:00 p.m. Adopted City of Blaine Page 6 City Council Minutes - Final August 21, 2014 8:00 P.M. - PUBLIC HEARING AND ITEMS SET FOR A CERTAIN TIME 9.-1 MO 14-116 PRIVATE ON-SALE AND SUNDAY LIQUOR LICENSE FOR RED LOBSTER HOSPITALITY, LLC DBA RED LOBSTER #0224, LOCATED AT 8500 HWY 47 NE, BLAINE, MINNESOTA Sponsors: Sorensen Attachments: Public Hearing Notice-Red Lobster Mayor Ryan opened the public hearing at 8:00 p.m. Mayor Ryan closed the public hearing at 8:00 p.m. City Clerk Sorensen stated Darden Restaurants, Inc. dba Red Lobster has entered into an Asset and Stock Purchase Agreement to sell its chain of restaurants to RL Acquisition. She noted RL Acquisition will acquire 100% of the outstanding equity interests of Red Lobster Holdings, LLC. She stated the applicant has submitted a license application, license fee, background fee, certificate of insurance for liquor liability, and all required forms and documents. Approved 13. OTHER BUSINESS Councilmember Swanson commented he spoke to the Statewide Election Group and they agreed to support a change in legislation for election certification to be done within three days after an election. Councilmember Clark clarified that current legislation states election certification is to be done on the third day after an election. 14.
