She stated staff is recommending the Council accept the quote from CW Houle in the amount of $28,138 and also approve a 10% contingency for a total of $30,952. She noted the funding source for the work is the Storm Water Utility Fund. He stated the preliminary budget may be adjusted up or down; however, once set the property tax levy can only be lowered. He stated the proposed expenditure budget totals $26,393.065 and includes $122,500 in unidentified balancing provisions. He noted the provisions necessary to balance the 2015 General Fund Budget that Council has identified as acceptable include increased non-levy revenues; expenditure reductions; and/or a combination. Councilmember Herbst asked if the tax rate is same as 2014. Finance Director Huss replied yes. He stated the first public hearing is scheduled for 8:00 p.m. on December 11, 2014 and the second public hearing is scheduled for 8:00 p.m. on December 18, 2014.
