Mayor Ryan announced Blaine World Fest will be held on September 20,
2014 from 1:00-4:00 p.m. in Town Square Park.
Mayor Ryan reminded residents that the City of Blaine is a Yellow Ribbon
Community and supports the Veterans in the City. He asked Veterans who
need help to contact him.

Commercial). He noted the use as a school/day care requires a conditional
use permit. He stated this preliminary plat request is to change the outlot into
a platted lot. He noted that the plat will be known as Legacy Creek 5th
Addition.
Councilmember Kolb stated a resident raised an issue about buffering.
Planning and Community Development Director Schafer replied the resident
is the furthest away from the building and will benefit from the tree buffer.
Councilmember Kolb asked if there will be traffic issues. Planning and
Community Development Director Schafer replied traffic will not be
impacted. He stated the school is a perfect neighborhood fit.

Mayor Ryan asked if the building will have a metal roof. Planning and
Community Development Director Schafer replied no, it will not have a metal
roof.
Councilmember Hovland asked if this business will pay taxes.
Councilmember Kolb replied private schools pay taxes.
Councilmember Clark asked about future road plans. Planning and
Community Development Director Schafer replied the road will remain
uncontrolled until it meets warrants and will remain as full access.

City Engineer Keely stated the drainage structure is in a state of disrepair with
a failing pipe joint. She stated staff plans to replace two pipe sections, replace
concrete outlet structure, regrade slopes around the outlet, and install a new
sump manhole upstream. She stated staff is recommending the Council
accept the quote from CW Houle in the amount of $28,138 and also approve a
10% contingency for a total of $30,952. She noted the funding source for the
work is the Storm Water Utility Fund.

Finance Director Huss stated the resolution includes adjustments to scheduled
levies for the City’s G.O. Open Space Refunding bonds of 2010A, G.O.
Special Assessment Improvement Bonds, G.O. Capital Improvement Bonds,
and the City’s Capital Equipment Certificates of Indebtedness.

12.-3 RES 14-167 CERTIFY PROPOSED GENERAL FUND BUDGET AND
TAX LEVY FOR FISCAL YEAR 2015

Finance Director Huss stated Minnesota Statutes require cities each year to
certify preliminary budget and property tax levies to County auditors by
September 15. He stated the preliminary budget may be adjusted up or down;
however, once set the property tax levy can only be lowered. He stated the
proposed expenditure budget totals $26,393.065 and includes $122,500 in
unidentified balancing provisions. He noted the provisions necessary to
balance the 2015 General Fund Budget that Council has identified as
acceptable include increased non-levy revenues; expenditure reductions;
and/or a combination.
Councilmember Herbst asked if the tax rate is same as 2014. Finance
Director Huss replied yes.

Finance Director Huss stated Minnesota Statutes require cities to establish
future public hearings on the proposed budget and tax levy by September 15,
and to hold the public hearings at a regularly scheduled Council meeting. He
stated the first public hearing is scheduled for 8:00 p.m. on December 11,
2014 and the second public hearing is scheduled for 8:00 p.m. on December
18, 2014.
