PAXMAR. (CASE FILE NO. 14-0034/SLK) Councilmember Herbst abstained from this item due to a conflict of interest. Planning and Community Development Director Schafer stated the final plat consists of four single-family lots and six outlots for future development and ponding. He noted the plat provides the right of way for the future extension of Woodland Parkway towards Lexington Avenue. ADMINISTRATION 12.-1 ORD 15-2306 FIRST READING AMENDING CHAPTER 34, ENVIRONMENT, ARTICLE XI, STORMWATER MANAGEMENT, DIVISION 2, STORMWATER MANAGEMENT PLAN, CODE OF ORDINANCES OF THE CITY OF BLAINE Storm Water Manager Hafner stated the Minnesota Pollution Control Agency revised and reissued the Municipal Separate Storm Sewer System (MS4) permit in August 2013. He stated the City’s coverage under the newly revised permit was extended in March 2014 and in order to remain compliant, the City is required to update its stormwater related ordinances, policies and Stormwater Pollution Prevention Plan (SWPPP). Councilmember Herbst asked if there would be additional costs to a redevelopment project or existing business. Storm Water Manager Hafner replied there would be no additional costs. Councilmember Clark asked about the new language for redevelopment projects. Storm Water Manager Hafner replied the new language has a control threshold. Storm Water Manager Hafner commented the ordinance is not based on measurement; it is based on best management practices. Councilmember Clark suggested changing the language. Storm Water Manager Hafner replied the language comes from the State Construction Storm Water Permit and is measured on best management practice. Storm Water Manager Hafner replied there are two permits they are construction permit and municipal permit. He stated there is a level of enforcement required by the State. Introduced, Read, and Placed on File for Second Reading 12.-3 RES 15-025 INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE 93RD LANE INDUSTRIAL PARK AREA STREET IMPROVEMENTS - PHASE 4, IMPROVEMENT PROJECT NO. 14-13 City Engineer Keely stated the 2015 Pavement Management Program includes phase four of 93rd Lane Industrial Park area street improvements, which is a partial reconstruction of the streets located in the industrial park area (93rd Lane and Baltimore Street). She noted the project will reconstruct the roads, regrade ditches and repair or replace culverts where needed. She stated the proposed project is to be assessed among the benefitting properties, the City’s Public Utility Fund, and the Pavement Management Program Fund. She stated the proposed project is to be assessed among the benefitting properties over a ten-year period, the City’s Public Utility Fund, and the Pavement Management Program Fund. She stated the proposed project is to be assessed a flat rate per residential lot unit or per front foot for parcels zoned commercial/industrial and multi-family residential over a five-year period and the Pavement Management Program Fund. She stated the improvements include sport curb, gutter replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction. She stated the project includes the replacement of existing sanitary sewer castings/rings. She stated the proposed project is to be assessed among the benefitting properties over a ten-year period using the unit method for residential properties and the front footage method for commercial/industrial/high density residential properties, the City’s Public Utility Fund, and the Pavement Management Program Fund. Councilmember Hovland asked why the City is only working on half of 3rd Street. City Engineer Keely replied the north portion of the street has not deteriorated as the southern portion. She stated the project includes the replacement of existing sanitary sewer castings/rings. She stated the proposed project is to be assessed among the benefitting properties over a ten-year period, the City’s Public Utility Fund, and the City’s Municipal State Aid Street Fund. He stated staff is requesting approval to carry over the 2014 appropriation and approve the purchase of four ruggedized notebook computers from Brite. Councilmember Bourke asked if the computers come with software packages. Police Chief/Safety Services Manager Olson replied no, City staff installs the software. Councilmember Bourke asked if the computers are on a rotation. Police Chief/Safety Services Manager Olson replied yes, the computers are on a five-year rotation. She stated Daniel York, Ward 2 is seeking reappointment and has submitted an application. She stated the City received seven applications from interested residents, which the Council interviewed. Mayor Ryan announced the candidates for Gerald Janke, Ward 1; Daniel York, Ward 2; Maisa Olson, Ward 3 to serve two-year terms on the Planning Commission.
