CALL TO ORDER BY THE MAYOR The meeting was called to order at 8:00 p.m. by Mayor Ryan followed by the Pledge of Allegiance and the Roll Call. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Quorum present. ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick Sweeney; Planning and Community Development Director Bryan Schafer; Public Services Manager Bob Therres; Finance Director Joe Huss; Police Chief/Safety Services Manager Chris Olson; Communications Technician Roark Haver; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 7 - Tom Ryan, Councilmember Swanson, Councilmember Bourke, Councilmember Herbst, Councilmember Clark, Councilmember King and Councilmember Hovland 4. ADOPTION OF AGENDA 5. ADMINISTRATION 5.-1 RES 16-009 APPROVE JOINT POWERS AGREEMENT NO. C0004688 WITH ANOKA COUNTY FOR 109TH AVENUE AND SUNSET AVENUE ROUNDABOUT, CITY IMPROVEMENT PROJECT NO. 15-18 (SP 002-612-013, SAP 106-020-034) Doug Fischer, Anoka County Engineer, stated he has met with the Yantos and Latenders families who stated they have a better understanding of the project and have reached general agreement with the project. Moved by Councilmember Clark, seconded by Councilmember Herbst, that Resolution 16-009, “Approve Joint Powers Agreement No. C0004688 with Anoka County for 109th Avenue and Sunset Avenue Roundabout, City Improvement Project No. 15-18,” be approved. Aye: 7 - Mayor Ryan, Councilmember Swanson, Councilmember Bourke, Councilmember Herbst, Councilmember Clark, Councilmember King and Councilmember Hovland 5.-2 RES 16-007 PROHIBIT PARKING ON THE WEST SIDE OF SUNSET AVENUE (CR 53) AND BOTH SIDES OF 109TH AVENUE (CSAH12) WITH CONSTRUCTION OF A ROUNDABOUT Moved by Councilmember Herbst, seconded by Councilmember Bourke, that Resolution 16-007, “Prohibit Parking on the West Side of Sunset Avenue (CR 53) and Both Sides of 109th Avenue (CSAH12) with Construction of a Roundabout,” be approved.
