APPROVAL OF MINUTES 4.-1 MIN 17-17 RECENTLY HELD MEETINGS Moved by Councilmember Swanson, seconded by Councilmember Hovland, that the Minutes of the Workshop Meeting of April 13, 2017, Workshop Closed Session Meeting of April 20, 2017, Workshop Meeting of April 20, 2017 and the Minutes of the Regular Meeting of April 20, 2017 be approved. AWARDS - PRESENTATIONS - ORGANIZATIONAL BUSINESS City of Blaine Page 1 City Council Minutes - Final May 4, 2017 5.-2 SPEAKER PRESENTATION OF AWARD OF EXCELLENCE FOR EARTH DAY 17-02 NEIGHBORHOOD CLEAN-UP Margo Numadahl, Minnesota Recreation and Park Association, presented the Blaine Park and Recreation Department with an MRPA award for their Earth Day neighborhood park clean-up event. She commended the City on their efforts and appreciated the number of volunteers that assisted with this event. Mayor Ryan thanked all of the Blaine residents and Shari Kunza for their participation in the Earth Day event. A round of applause was offered by all in attendance. Informational: no action required 5.-1 PROC 17-06 PROCLAMATION RECOGNIZING NATIONAL POLICE WEEK AND LAW ENFORCEMENT MEMORIAL 2017 Mayor Ryan read a proclamation in full for the record recognizing National Police Week as May 14 through May 20, 2017 in the City of Blaine. He thanked the Blaine Police Department for their hard work and dedication to the community. Safety Services Manager/Police Chief Olson thanked the Mayor and City Council for their continued support. Councilmember Clark questioned if there would be any local events to honor National Police Week. Safety Services Manager/Police Chief Olson stated there would be a ceremony at the State Capitol on May 15th. Informational: no action required 6. COMMUNICATIONS Mayor Ryan updated the Council on the Mayor’s Conference he attended last week stating there were discussions about water and tourism. Informational; no action required. 7. OPEN FORUM FOR CITIZEN INPUT Mayor Ryan opened the Open Forum at 7:45 p.m. There being no input, Mayor Ryan closed the Open Forum at 7:45 p.m. 8. He expressed concern with the protestors that have been present in years past and asked if the proposed carnival would have animals. Safety Services Manager/Police Chief Olson reported Northtown Mall did not believe the carnival would have animals. He noted that Northtown Mall was private property. Moved by Councilmember Hovland, seconded by Mayor Ryan, that Motion 17-59, “Approval of Carnival License for Gopher State Expositions, at Northtown Mall, 100 Northtown Drive NE,” be approved. DEVELOPMENT BUSINESS 11.-1 ORD 17-2377 SECOND READING GRANTING A REZONING FROM I-2 (HEAVY INDUSTRIAL) TO I-2A (HEAVY INDUSTRIAL) TO ALLOW FOR THE EXPANSION OF OUTDOOR STORAGE FOR THE ADJACENT ASPHALT PLANT AT LOT 6, BLOCK 1, ZIMMERMAN INDUSTRIAL PARK. TILLER CORPORATION. CASE FILE NO. 17-0009/LSJ Planning and Community Development Director Schafer stated in 1999, Commercial Asphalt Company was granted a conditional use permit to operate a hot-mix asphalt plant that included asphalt and concrete recycling, a contractor yard with associated outside storage and a zero lot line for cross access to an adjacent parcel. The address of this site is 10280 Naples Street. The plant has been in operation since that time and is now owned by Tiller Corporation. Planning and Community Development Director Schafer explained that since starting the operation, market conditions have improved and technology has changed, necessitating the need for more material stockpiling and processing. Tiller Corporation has purchased 11.2 acres to the west of the current facility and would like to stockpile materials on approximately 4.6 acres of the property. Please see the attached existing conditions plan for legal descriptions. The expansion does not include the whole “L-shaped property” that was purchased. The 11.2 acres includes two separate parcels. The expansion will occur on the 5.41 acre parcel adjacent to the existing Tiller site. There will be some wetland work done on the 5.8-acre property adjacent to Flanders Street, but the conditional use permit and rezoning do not apply to that parcel. He reported the Planning Commission reviewed this item and recommended approval. Councilmember Hovland asked if the materials being stored on site were already crushed and cleaned. Mike Carron, Tiller Corporation, explained the majority of the material being stored onsite was processed and a small portion arrived that still needed to be crushed, screened and processed. Councilmember Hovland questioned what type of material was being brought to the site. Mr. Carron stated sidewalks, curbing, highways and old landscaping bricks were being crushed and reused as an aggregate base material. He reported all rebar was removed from recycled from the material. He explained that 20% of his mix was made from recycled material. Declared by Mayor Ryan that Ordinance No. 17-2377, “Granting a Rezoning from I-2 (Heavy Industrial) to I-2A (Heavy Industrial) to allow for the expansion of Outdoor Storage for the Adjacent Asphalt Plant at Lot 6, Block 1, City of Blaine Page 4 City Council Minutes - Final May 4, 2017 Zimmerman Industrial Park,” be introduced and placed on file for second reading at the May 18, 2017 Council meeting. 12. ADMINISTRATION 12.-1 MO 17-61 RATIFICATION OF IUOE LOCAL 49 (PUBLIC WORKS) 2017-2019 UNION CONTRACT Finance Director Huss stated the City of Blaine and the Public Works Union (International Union of Operating Engineers, Local 49) have reached a tentative agreement on a three-year contract for 2017-2019. Staff reviewed the proposed adjustments within the contract and recommended approval. Moved by Councilmember Hovland, seconded by Councilmember Clark, that Motion 17-61, “Ratification of IUOE Local 49 (Public Works) 2017-2019 Union Contract,” be approved. Motion adopted unanimously.
