AWARDS - PRESENTATIONS - ORGANIZATIONAL BUSINESS City of Blaine Page 1 City Council Minutes October 21, 2019 5.-1 ACKNOWLEDGEMENT OF FINANCIAL CONTRIBUTIONS FROM BLAINE FESTIVAL COMMITTEE Recreation Manager Jerome Krieger discussed the history of the Blaine Festival Committee and highlighted the numerous ways this organization has contributed to the community. He shared how the Committee thanked the Blaine Public Works Department for all of their assistance with the 50th Anniversary Celebration then introduced the members of the Blaine Festival Committee in attendance. He thanked them for their service to the community then shared the Committee was presenting the City Council with a check for $20,000 to be used for parks and recreation activities. Mayor Ryan thanked the Blaine Festival Committee for their generous donation to the City of Blaine Parks and Recreation Department and for their dedicated service to the community. Councilmember Hovland stated this group works year-round to benefit the City and thanked them for their efforts. Moved by Councilmember Hovland, seconded by Councilmember Jeppson, to acknowledge the donation by the Blaine Festival Committee. Motion adopted unanimously. City of Blaine Page 3 City Council Minutes October 21, 2019 Aye: 7 - Mayor Ryan, Councilmember Swanson, Councilmember Hovland, Councilmember Jeppson, Councilmember Garvais, Councilmember Robertson and Councilmember Paul 10. 7:30 P.M. - PUBLIC HEARING AND ITEMS PUBLISHED FOR A CERTAIN TIME 10.-1 AUTHORIZING THE ISSUANCE OF A $4,800,000 RECREATIONAL FACILITY REVENUE NOTE, SERIES 2019 (NSC DOME PROJECT) BY THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY Acting City Manager/Finance Director Huss stated the National Sports Center (NSC) has received zoning approval and a conditional use permit to construct an approximately 117,000 square-foot sports dome on the NSC campus. Earlier in the evening, the Blaine Economic Development Authority (EDA) approved the issuance of up to $4.8 million in a Revenue Note to fund the facility. The note will be issued pursuant to Minnesota Statutes, Sections 469.152 to 469.1655, as amended. The EDA approval action is contingent upon the City conducting a public hearing and authorizing the EDA to issue the debt. The Project will be owned and operated by the NSC and the notes are repayable solely from sums collected by the NSC pursuant to a revenue agreement. The EDA would issue what is commonly known as a Conduit Debt note. The note or other obligations will not constitute a charge, lien or encumbrance upon any property of the City except the Project, and such note or obligations will not be a charge against the City's general credit or taxing powers. Mayor Ryan opened the public hearing at 7:48 p.m. There being no additional public input, Mayor Ryan closed the public hearing at 7:48 p.m. Moved by Mayor Ryan, seconded by Councilmember Garvais, that Resolution 19-172, “Authorizing the Issuance of a $4,800,000 Recreational Facility Revenue Note, Series 2019 (NSC Dome Project) by the Blaine Economic Development Authority,” be approved. ADMINISTRATION 12.-1 FIRST READING City of Blaine Page 4 City Council Minutes October 21, 2019 AMENDING CHAPTER 22 - BUSINESSES, ARTICLE VI. - PEDDLERS, SOLICITORS, AND TRANSIENT MERCHANTS, OF THE CODE OF ORDINANCES OF THE CITY OF BLAINE Attachments: Peddlers Solicitors and Transient Merchants City Clerk Sorensen stated staff is recommending repealing the current Peddlers, Solicitors, and Transient Merchants ordinance in its entirety and adopting the attached ordinance based on the League of Minnesota Cities model. The proposed ordinance includes a purpose and clarified definitions as well as a clearer outline of the application process and reasons for denial. Language was also amended regarding hours and days for soliciting in accordance of the First Amendment. No changes were made to the current requirement of a City-issued photo identification badge for licensed peddlers and solicitors as this has proven to be an important tool for residents to know the individual has completed the application process and passed a successful background investigation. Councilmember Paul asked if residents would be required to receive a peddler’s license if holding a garage sale or lemonade stand. Ms. Sorensen reported these uses would be exempt, along with all non-profit organizations completing sales door-to-door. Declared by Mayor Ryan that Ordinance No. 19-2437, “Amending Chapter 22 – Businesses, Article VI. – Peddlers, Solicitors, and Transient Merchants, of the Code of Ordinances of the City of Blaine,” be introduced and placed on file for second reading at the November 4, 2019 Council meeting. 12.-2 AWARD CONTRACT FOR METAL ROOF REPAIRS DUE TO STORM DAMAGE TO CITY BUILDINGS IN THE AMOUNT OF $346,939 TO SCHWICKERTS’ TECTA AMERICA Attachments: Schwickerts Bid Public Services Manager/Assistant City Manager Therres stated the City has advertised for bids for roof repairs for the buildings that were damaged in the 2017 hailstorm event. The bid opening was held on Monday, October 14 and only one bid was received from Schwickert’s in the amount of $346,939. This bid is approximately $20,000 higher than estimates received from contractors earlier this year prior to initiating the formal bid process. These repairs will be paid from our Insurance Fund, through funds received from our Insurance Company, League of Minnesota Cities Insurance Trust (LMCIT). This bid has been submitted to the LMCIT for their approval and go ahead to do the repairs. Moved by Councilmember Paul, seconded by Mayor Ryan, that Motion 19-184, City of Blaine Page 5 City Council Minutes October 21, 2019 “Award Contract for Metal Roof Repairs due to Storm Damage to City Buildings in the Amount of $346,939 to Schwickerts’ Tecta America,” be approved. OTHER BUSINESS Community Development Director Thorvig reported Northtown/Metro Transit would be holding neighborhood meetings on Wednesday, October 23 at the Spring Lake Park City Hall and on Thursday, October 24 at Northtown Mall. Councilmember Robertson thanked all who were able to attend the unveiling of the Civil War memorial in Town Square Park held this past weekend. She thanked all who were involved in this project and encouraged residents to take the time to visit the memorial. Mayor Ryan invited the public to participate in Veterans Day activities in the community. Mr. Thorvig stated Governor Walz would be visiting the North Metro Chamber of Commerce event at the National Sports Center on Tuesday, November 19. Discussed 14.
