1. CALL TO ORDER BY THE MAYOR
The meeting was called to order at 6:43 p.m. by Mayor Ryan followed by the
Pledge of Allegiance and the Roll Call.

City Clerk Catherine Sorensen.

12.-1 MINNESOTA DEPARTMENT OF PUBLIC SAFETY
GRANT OPPORTUNITY FOR A DWI OFFICER
Police Chief/Safety Services Manager Podany stated the Minnesota Department of
Public Safety (DPS), Office of the Traffic Safety (OTS) is seeking proposals from
law enforcement agencies for a full time DWI officer. The DWI officer will work
the peak nights and times when drinking and driving occurs. The City of Blaine
received this grant in 2018 and is eligible to apply for an additional nine months but
the deadline for applications is Friday, November 15. It was noted this grant would
allow the City to continue the increased traffic enforcement in the evenings as the
position is DWI-specific and the officer’s hours have to be between 5:00 p.m. and
5:00 a.m. This grant has proven to be more cost effective than adding another
officer to the Traffic Unit and at the end of the grant term, the City would be
responsible for the officer. Staff is supportive of allocating the DWI officer to the
Traffic Unit after the nine-month term.
Councilmember Paul asked if this was for one DWI Officer. Police Chief Podany
reported this was the case.
Moved by Councilmember Swanson, seconded by Councilmember Robertson,
that Resolution 19-176, “Minnesota Department of Public Safety Grant
Opportunity for a DWI Officer,” be approved.
Motion adopted unanimously.

13. OTHER BUSINESS
Mayor Ryan stated he would like to see City Council grant all employees four
hours of holiday pay and close early on December 24, 2019, in appreciation of

their work throughout the year.
Moved by Mayor Ryan, seconded by Councilmember Robertson, to grant all
employees four hours of holiday pay and close early on December 24, 2019.
Motion adopted unanimously.
Mayor Ryan commented the Airport Commission was having a difficult time getting
a quorum present for meetings. He discussed how the airport was changing and
noted the museum had closed and Aviation Days would not be held anymore. He
explained the City Council may have to discuss this matter further to brainstorm
how to get members to attend future meetings. He commented further on the
complaints the airport receives and explained generally the complaints are from the
same individuals.
14. ADJOURNMENT
Moved by Councilmember Garvais, seconded by Councilmember Paul, to
adjourn the meeting at 6:59 p.m.
