CALL TO ORDER BY THE MAYOR The meeting was called to order at 6:43 p.m. by Mayor Ryan followed by the Pledge of Allegiance and the Roll Call. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Quorum Present. ALSO PRESENT: City Manager Michelle Wolfe; Community Development Director Erik Thorvig; Public Works Director Jon Haukaas; Police Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss; Public Services Manager/Assistant City Manager Bob Therres; Budget/Fiscal Analyst Ward Brown; Communications Technician Roark Haver; Fire Chief Charlie Smith; and City Clerk Catherine Sorensen. Present: 5 - Mayor Ryan, Councilmember Swanson, Councilmember Garvais, Councilmember Robertson and Councilmember Paul Absent: 2 - Councilmember Hovland and Councilmember Jeppson 4. APPROVAL OF MINUTES None. 5. AWARDS - PRESENTATIONS - ORGANIZATIONAL BUSINESS None. 6. COMMUNICATIONS None. 7. OPEN FORUM None. 8. APPROVAL OF CONSENT AGENDA: None. 10. 7:30 P.M. - PUBLIC HEARING AND ITEMS PUBLISHED FOR A CERTAIN TIME None. 11. DEVELOPMENT BUSINESS None. 12. ADMINISTRATION 12.-1 MINNESOTA DEPARTMENT OF PUBLIC SAFETY GRANT OPPORTUNITY FOR A DWI OFFICER Police Chief/Safety Services Manager Podany stated the Minnesota Department of Public Safety (DPS), Office of the Traffic Safety (OTS) is seeking proposals from law enforcement agencies for a full time DWI officer. The DWI officer will work the peak nights and times when drinking and driving occurs. The City of Blaine received this grant in 2018 and is eligible to apply for an additional nine months but the deadline for applications is Friday, November 15. It was noted this grant would allow the City to continue the increased traffic enforcement in the evenings as the position is DWI-specific and the officer’s hours have to be between 5:00 p.m. and 5:00 a.m. This grant has proven to be more cost effective than adding another officer to the Traffic Unit and at the end of the grant term, the City would be responsible for the officer. Staff is supportive of allocating the DWI officer to the Traffic Unit after the nine-month term. Councilmember Paul asked if this was for one DWI Officer. Police Chief Podany reported this was the case. Moved by Councilmember Swanson, seconded by Councilmember Robertson, that Resolution 19-176, “Minnesota Department of Public Safety Grant Opportunity for a DWI Officer,” be approved. Motion adopted unanimously. Aye: 5 - Mayor Ryan, Councilmember Swanson, Councilmember Garvais, Councilmember Robertson and Councilmember Paul 13. OTHER BUSINESS Mayor Ryan stated he would like to see City Council grant all employees four hours of holiday pay and close early on December 24, 2019, in appreciation of City of Blaine Page 2 City Council Minutes November 13, 2019 their work throughout the year. Moved by Mayor Ryan, seconded by Councilmember Robertson, to grant all employees four hours of holiday pay and close early on December 24, 2019. Motion adopted unanimously. Mayor Ryan commented the Airport Commission was having a difficult time getting a quorum present for meetings. He discussed how the airport was changing and noted the museum had closed and Aviation Days would not be held anymore. He explained the City Council may have to discuss this matter further to brainstorm how to get members to attend future meetings. He commented further on the complaints the airport receives and explained generally the complaints are from the same individuals. 14.
