Due to the COVID-19 pandemic, city meetings will now be
held as virtual meetings until further notice
1. CALL TO ORDER BY THE MAYOR
The meeting was called to order at 7:33 p.m. by Mayor Ryan followed by the
Pledge of Allegiance and the Roll Call. Due to the COVID-19 pandemic this
meeting was held virtually.

Moved by Councilmember Hovland, seconded by Councilmember Robertson,
that the Minutes of Workshop Meeting of April 20, 2020, the Minutes of the
Regular Meeting of April 20, 2020 be approved, the Minutes of Workshop
Meeting of May 4, 2020, and the Minutes of the Regular Meeting of May 4, 2020
be approved.
A roll call vote was taken. Motion adopted unanimously.

5. AWARDS - PRESENTATIONS - ORGANIZATIONAL BUSINESS
5.-1 PROCLAMATION FOR TOM SCOTT, ENGINEERING
PROJECT COORDINATOR

Mayor Ryan read a proclamation in full for the record recognizing Engineering
Project Coordinator Tom Scott for his years of dedicated service to the City of
Blaine. On behalf of the City Council, Mayor Ryan thanked Mr. Scott for his 31
years of service to the community and wished Mr. Scott a long and healthy
retirement.
Project Coordinator Scott stated this job has been an honor and a blessing. He
indicated it has been an honor to serve the City Council and the residents of Blaine.
Councilmember Garvais thanked Mr. Scott for all of his contributions to the City,
especially to the Emergency Preparedness Team.

6. COMMUNICATIONS
Police Chief/Safety Services Manager Podany discussed the legal issues regarding
the Stay at Home order, commenting on the constitutionality of the Governor’s
executive orders. He reported the City of Blaine has not had arrests or citations for
violations of the executive orders. He stated Blaine Police Officers have been
taking an educational approach with respect to the Stay at Home order.
Mayor Ryan stated he was very proud of the residents and businesses in the City of
Blaine.

Councilmember Hovland thanked Police Chief Podany for the report.
City Engineer Schluender provided the Council with an update on the Lever Street
project. He noted the contractor was working on the final cleanup list. He noted
the boulevards have been re-inspected and noted vegetation has not sprouted. He
explained the City has informed the contractor that they would need to reestablish
turf on the boulevards. It was staffs hope that these final items would be addressed
in the next few weeks.
Councilmember Paul asked if the concerned citizen with the broken fence and other
issues had been addressed by the contractor. Mr. Schluender reported the
contractor was working this this property owner to address his concerns.
Councilmember Garvais stated Memorial Day services would not be held this year
across the State. He noted a 30 minute virtual showing would be held of Always
Remember: A Tribute to Minnesota Veterans We Have Lost on Monday, May 25
at 7:30 p.m.
Further discussion ensued regarding the monuments that would be installed this
summer at Veterans Park.
7. OPEN FORUM
Mayor Ryan opened the Open Forum at 7:52 p.m.
There being no input, Mayor Ryan closed the Open Forum at 7:52 p.m.
8. ADOPTION OF AGENDA
The agenda was adopted as presented.
9. APPROVAL OF CONSENT AGENDA:
Moved by Councilmember Hovland, seconded by Councilmember Robertson,
that the following be approved: A roll call vote was taken. Motion adopted
unanimously.

City Planner Johnson stated the final plat proposal consists of subdividing
approximately 4 acres into a subdivision with a total of 14 dwelling units. This
application proposes single-family homes. Park Dedication will be required as part
of the platting. The proposed plat is located along the 128th Avenue alignment,
west of Harpers Street NE. Outlot A on the proposed plat will be used for
drainage, ponding, and a trail access from Guadalcanal Street to 128th Avenue.
Moved by Councilmember Garvais, seconded by Councilmember Hovland, that
Resolution No. 20-72, “Granting Final Plat Approval to Subdivide 4.01 Acres
into 14 Single Family Lots to be known as Harpers Haven located at 12750
Harpers Street NE,” be approved.
A roll call vote was taken. Motion adopted unanimously.

13. OTHER BUSINESS
Councilmember Paul stated he has received calls from residents regarding how
each different food shelf in the community works with regards to hours, pickups
and appointments.
Mayor Ryan commented he was really proud of the great work the local food
shelves were doing in the community to help people in this time of need.
Councilmember Jeppson stated there was a real need in the community and
reported non-profits have been stretched very thin. She thanked the community
for their continued generosity.
14. ADJOURNMENT
Moved by Councilmember Hovland, seconded by Councilmember Jeppson, to
adjourn the meeting at 8:02 p.m. A roll call vote was taken. Motion adopted
unanimously.
