Blaine City Hall City of Blaine 10801 Town Sq Dr NE Blaine MN 55449 Anoka County, Minnesota Minutes City Council This meeting will be a hybrid of Zoom and in-person. The Mayor has signed a declaration allowing members of the council, staff, and the public to attend the meeting remotely via Zoom as has been done during the COVID-19 pandemic. The council chambers will have limited seating, with audience chairs being set up at least six feet apart. There will be an overflow area where the meeting can be watched in the Cloverleaf Farms Room, also with chairs set up at least six feet apart. Please note that all visitors to city hall are required to wear a face mask while inside the building. Public comments may be submitted prior to the meeting by sending an email to PublicComment@BlaineMN.gov or by calling 763-717-2782 no later than Noon on Monday, September 21. Public comment during the meeting will be taken both remotely via Zoom and in-person in the council chambers. CALL TO ORDER BY THE MAYOR The meeting was called to order at 3:00 p.m. by Mayor Ryan followed by Roll Call. Due to the COVID-19 pandemic this meeting was held virtually and in person. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Quorum Present. ALSO PRESENT: Communications Manager Ben Hayle; and City Clerk Catherine Sorensen. Present: 6 - Mayor Ryan, Councilmember Swanson, Councilmember Jeppson, Councilmember Garvais, Councilmember Robertson and Councilmember Paul Absent: 1 - Councilmember Hovland City of Blaine Page 1 City Council Minutes August 14, 2020 4. NEW BUSINESS 4.-1 CANVASS OF 2020 CITY PRIMARY ELECTION Attachments: Precincts Judge Board Report Blaine Abstract City-Wide State Primary Statistics Spreadsheet County-Wide State Primary Statistics Spreadsheet Blaine Vote Totals Report City Clerk Sorensen reviewed a summary of the 2020 primary election results for the offices of Mayor and Councilmember for Ward 1 and Ward 3. It was noted the election canvass complies with the requirements set forth in the City Charter and declared the successful candidates as follows: Mayor - Mike Bourke and Tim Sanders; Ward 1 - Tom Newland and Jason Smith; Ward 3 - Andy Garvais and Chris Massoglia. She thanked staff and election judges for their assistance during the recent election then reviewed considerations being taken in order to adequately staff and address anticipated increase in absentee voting for the general election. Moved by Councilmember Swanson, seconded by Councilmember Robertson, that Motion 20-85, “Canvass of 2020 City Primary Election,” be approved. Motion adopted unanimously. Aye: 6 - Mayor Ryan, Councilmember Swanson, Councilmember Jeppson, Councilmember Garvais, Councilmember Robertson and Councilmember Paul 5. ADJOURNMENT Moved by Mayor Ryan, seconded by Councilmember Swanson, to adjourn the meeting at 3:15 p.m. A roll call vote was taken. Motion adopted unanimously.
