chairs being set up at least six feet apart. There will be an
overflow area where the meeting can be watched in the
Cloverleaf Farms Room, also with chairs set up at least six feet

1. CALL TO ORDER BY THE MAYOR
The meeting was called to order at 7:37PM by Mayor Sanders followed
by the Pledge of Allegiance and the Roll Call.

Audit Presentation 6-20-22
Andy Hering, CPA with Redpath & Company, presented the results from
the City’s 2021 audit to the council. He reported the City received a clean
or unmodified opinion, which was the highest opinion. He commented on
the City’s general fund and enterprise fund balances, along with how the
City met all legal compliance reporting. He commended the City on its
strong financial position and asked for comments or questions.
Mayor Sanders thanked Mr. Hering for his thorough presentation.
Finance Director Huss thanked Accounting Supervisor Bonnie Frederich
for her accounting efforts on behalf of the City. He encouraged the council
to speak directly to the auditors if they have any comments or questions.

Mayor Sanders opened the Open Forum at 7:59PM.
There being no input, Mayor Sanders closed the Open Forum at 7:59PM.
7. ADOPTION OF AGENDA
The agenda was adopted as presented.

Councilmember Newland abstained from voting on the schedule of bills
paid.

11.-1 Amend the 2022 Storm Drainage Utility Fund Budget
Mr. Huss stated the council adopted the 2022 Storm Drainage Utility
Fund budget on December 6, 2021. This utility is designed to recover the
cost of maintaining the City’s storm drainage system. All amendments
proposed herein require a reallocation of previously appropriated funds.
Public Works Director Haukaas explained the amendment brought forth
would reappropriate funds appropriated for capital equipment as well as
capital project appropriations. The Storm Drainage Fund’s capital
equipment budget originally included a $60,000 expenditure for a scale
to accurately measure salt use. After discussions with vendors, staff has
determined that it would be more efficient and affordable to implement
salt measuring technology by installing sensors directly onto the plow
trucks. This eliminates the staff time required to continually load and
empty trucks to accurately weigh and record salt use. Staff requests the
council approval to reappropriate these funds to upgrade the salt
distribution technology in up to seven existing dump trucks at a total cost
of approximately $46,000. Staff commented further on the request,
described how funds would be reallocated and recommended approval
to reappropriate funds in the approved stormwater capital budget.
Moved by Councilmember Jeppson, seconded by Councilmember Newland,
that Resolution No. 22-105, “Amend the 2022 Storm Drainage Utility Fund
Budget,” be approved.

City Manager Wolfe reported the City’s federal lobbyist would be visiting
Blaine on July 6 and July 7.
Councilmember Jeppson invited the community to attend the Blaine
Festival and parade which would be held June 24 through June 26.

Moved by Councilmember Jeppson, seconded by Councilmember Robertson,
to adjourn the meeting at 8:03PM.
