Thursday, June 13, 2013 6:30 PM Cloverleaf Farm Room A Meeting Number 13-30 NOTICE OF WORKSHOP MEETING The meeting was called to order by Mayor Pro Tem Hovland at 6:36 p.m. Quorum Present. ALSO PRESENT: Clark Arneson, City Manager; Thomas Sweeney, City Attorney; Bryan Schafer, Planning and Community Development Director; Joe Huss, Finance Director; Ward Brown, Budget/Fiscal Analyst; Nyle Zikmund, SBM Fire Chief; Bob Therres, Public Services Manager; Rebecca Olson, Assistant to the City Manager; Roark Haver, Communications Technician; Jane Cross, City Clerk; and Recording Secretary Linda Dahlquist. Present: 5 - Councilmember Clark, Councilmember Kolb, Councilmember Bourke, Councilmember Hovland, and Councilmember Swanson Absent: 2 - Councilmember Herbst, and Mayor Ryan 1 WS 13-38 RESIDENTIAL DEVELOPMENT PROPOSAL (KATE HAVEN) Sponsors: Schafer Attachments: Kate Haven - Location Map .pdf Kate Haven - Concept Plan.pdf Kaven Haven - Home Photos.pdf Kate Haven - Plat.pdf Kate Haven - Project Narrative.pdf Planning and Community Development Director Schafer stated the owners of Kate Haven Golf have reached an agreement to sell the property for residential development to Mark of Excellence Homes. He stated the builder proposed a development plan with 39 townhomes structures for a total of 78 units. He stated all street and utility extensions would be privately built and maintained. He noted the land use is listed as Low Density Residential and the R-1 zoning would need to be changed to Development Flex. He also City of Blaine Page 1 City Council Workshop Minutes - Final June 13, 2013 noted that the existing home at the northeast corner will remain with a revised platted lot. He stated there will be some development related issues to be resolved if this development moves forward. He noted that the plat was sent to the City of Circle Pines for review. Councilmember Swanson asked about trail connections with the neighborhood north of the property. Planning and Community Development Director Schafer responded there will be a network of sidewalk in the development and will connect to the 87th Avenue trail. He noted staff will review the neighborhood to the north. He stated there is a large frontage. Mayor Pro Tem Hovland asked if the driveway shown on the proposed map is the current driveway to the golf course. Planning and Community Development Director Schafer responded yes. He noted that the City may want to redirect the flow of traffic to 87th or Flowerfield Road instead of Lexington Avenue. Councilmember Kolb asked if the streets would be maintained by the City. Planning and Community Development Director Schafer responded the streets would be private. Mark Smith, Mark of Excellence Homes, asked if the neighborhood from Circle Pines comes to protest the proposed development would the project be stopped. Councilmember Kolb responded the Council has known the property was being pursued for development for many years. She questioned why townhouses are proposed versus single homes. Mr. Smith replied the townhome units are very popular, they are upscale and spacious. He noted that the townhouses only have one shared wall. Discussed 2 WS 13-39 2014 GENERAL FUND BUDGET DEVELOPMENT WORKSHOP II Sponsors: Huss Finance Director Huss stated Council directed staff to develop two levy scenarios for 2014, and begin to develop assumptions for tax base growth and a target tax rate for 2015 and beyond. He stated staff has identified budget drivers and continue to develop and refine assumptions for all General Fund operating divisions. Finance Director Huss stated the overall increase in taxable market value is estimated to be 1.7% for 2013-14 and 4.0% for 2014-15. City of Blaine Page 2 City Council Workshop Minutes - Final June 13, 2013 Mayor Pro Tem Hovland asked what is considered personal property. Finance Director Huss responded examples of personal property are airplane hangars and mobile homes; it is property where the owner does not own the land underneath. Councilmember Clark asked where the numbers came from that the staff used in preparing this presentation. Finance Director Huss responded numbers are based on the staff’s estimated numbers. Finance Director Huss noted the increase in tax capacity is estimated at 3.0% in 2014 and 4.9% in 2015. He presented a slide that showed the tax levy/rate comparison is estimated at 36.739% for 2013, 36.731% for 2014 and 36.486% for 2015. Councilmember Clark requested that future presentations show rate and dollar amounts as constant. Finance Director Huss gave an overview of the City’s service types: general public services and support services, and gave an overview of the budget drivers and an overview of assumptions. Councilmember Kolb asked about the health insurance changes and how it will affect the City. Finance Director Huss responded any increase would be paid by employees. Councilmember Bourke asked about the City’s insurance deductible. Finance Director Huss responded the City’s insurance deductible was raised. Councilmember Swanson asked about Harpers Court’s police patrol. Police Chief Olson responded district boundaries do change as needs change. Finance Director Huss stated two additional park employees will be needed in 2015. Councilmember Swanson asked how many more parks can be built in the City. Public Services Manager Therres responded approximately three. Mayor Pro Tem Hovland asked how the Pavement Management Program costs compare to prior years. City Manager Arneson stated the dollar amount remains the same each year. He noted the City will never catch up on road maintenance because it is continuous. Councilmember Swanson noted for road reporting should be shown in “lane miles.” He commented the road ratings need to be reviewed. Councilmember Clark stated a 25 year plan should be developed showing road ratings. Finance Director Huss gave an overview of the 2013 budget schedule. Councilmember Kolb requested staff to suggest dates for day long workshops. Mayor Pro Tem Hovland suggested scheduling day long workshops a year in advance. OTHER BUSINESS Council discussion on EDA fund uses, miscellaneous topics and liquor license criteria. ADJOURN The Workshop adjourned at 8:35 p.m. City of Blaine Page 4
