This was a closed meeting pursuant to the provisions of Section 3.01 of the Blaine City Charter and Minnesota Statutes 13D.05, Subd.3 (b). Quorum present. ALSO PRESENT: Clark Arneson, City Manager; Patrick Sweeney, City Attorney; Bryan Schafer, Community Development Director, Bob Therres, Public Services Manager; and Jane M. Cross, City Clerk, for roll call purposes only. Present: 7 - Councilmember Clark, Councilmember Kolb, Councilmember Bourke, Councilmember Herbst, Mayor Ryan, Councilmember Hovland, and Councilmember Swanson TMP 13-1153 The purpose of the closed special meeting was to discuss pending litigation.
