This was a closed meeting pursuant to the provisions of Section 3.01 of the Blaine City Charter and Minnesota Statutes 13D.03, Subd. 1(b). Quorum present. ALSO PRESENT: Clark Arneson, City Manager; Patrick Sweeney, City Attorney; Chris Olson, Police Chief; Joe Huss, Finance Director; Terry Dussault, Human Resources Director; Joe Huss, Finance Director, and Jane Cross, City Clerk, for roll call purposes only. Present: 7 - Councilmember Clark, Councilmember Kolb, Councilmember Bourke, Councilmember Herbst, Mayor Ryan, Councilmember Hovland, and Councilmember Swanson TMP 13-1221 The purpose of the closed special meeting was to discuss labor negotiations.
