NOTICE OF WORKSHOP MEETING
The meeting was called to order by Mayor Ryan at 6:30 p.m.
Quorum Present.
ALSO PRESENT: Clark Arneson, City Manager; Thomas Sweeney, City
Attorney; Bryan Schafer, Planning Director; Joe Huss, Finance Director;
Ward Brown, Budget/Fiscal Analyst; Chris Olson, Police Chief/Safety
Services Manager; Jean Keely, City Engineer; Roark Haver, Communications
Technician; and Jane Cross, City Clerk, Recording Secretary Linda Dahlquist.

1. WS 14-01 DISCUSSION ON EXISTING PARKING RESTRICTIONS
ON BALTIMORE STREET ADJACENT TO OLE PIPER
INN

City Engineer Keely stated Baltimore Street was reconstructed in the fall of
2013 with the prohibition of on-street parking since 1984. She stated prior to
the reconstruction, vehicles were parking off the pavement on expanded
gravel shoulders. She stated staff recommends an 8-foot wide paved shoulder
be installed if Council considers allowing parking. She commented work
would be required to the ditches in order to create flat areas for parking. She
stated an estimated cost for the work is up to $15,000 and a funding source
would need to be identified.
Councilmember Bourke asked if the property is zoned commercial or retail.
City Engineer Keely stated the property to the east and south of Ole Piper Inn
are zoned industrial. Ole Piper Inn property is zoned Commercial.
Councilmember Bourke commented there should be a parking exemption.
Councilmember Herbst commented the parking was taken away with the
reconstruction. He noted parking is needed for holidays, Saturdays and
Sundays.
Councilmember Kolb asked what happens to the drainage if the road is redone
to include parking. City Engineer Keely stated the ditch section would be
narrowed and erosion control measures would have to be done until turf is
established.
Mayor Ryan stated the parking restrictions were lower when the development
was first constructed.
Councilmember Herbst stated parking is needed in that area.
Councilmember Clark arrived at 6:39 p.m.
Councilmember Bourke stated he is in favor of allowing parking.
Councilmember Swanson stated he would be in favor of parking on holidays,
Saturdays and Sundays, but not during the weekdays.
Mayor Ryan stated that the property owner could purchase the adjacent parcel
to the south and create additional parking to fix the issue.

Councilmember Herbst suggested funding from the Pavement Management
Program. He stated the property owner has already paid for the road
assessments.
Councilmember Bourke commented the City changed the road design without
talking to the property owners.
Councilmember Clark asked if the work could be postponed to 2015.
Councilmember Swanson suggested bagging the no parking signs on holidays,
Saturdays, and Sundays.
Councilmember Clark suggested adding parking during weekdays after 6:00
p.m.
Police Chief Olson suggested resigning for parking.
City Manager Arneson stated the signs will be bagged on holidays and
weekends by the police department until the resolution can be changed by
Council.

2. WS 14-02 DISCUSSION OF COUNCIL LIAISON APPOINTMENTS
Appointment of Mayor Pro Tem (Councilmember Hovland 2013).
Mayor Ryan announced the appointment of Councilmember Bourke as 2014
Mayor Pro Tem.
Appointment of President and Vice President of Blaine EDA (Mayor Ryan
and Councilmember Hovland Respectively 2013 Appointees).
Mayor Ryan announced the appointments of Mayor Ryan and Councilmember
Bourke as 2014 President and Vice President of Blaine EDA.
Appointments to the Senior Citizen Advisory Council (Mayor Ryan and
Councilmember Swanson 2013 Liaisons).
Mayor Ryan announced the appointments for the Senior Citizen Advisory
Council are Mayor Ryan and Councilmember Swanson 2014 Liaisons.
Appointments of Liaison to the Natural Resources Conservation Board
(Councilmembers Clark, Kolb, and Swanson 2013 Liaisons).
Mayor Ryan announced the appointments of liaison to the Natural Resource
Conservation Board are Councilmembers Clark, Kolb, and Swanson 2014
Liaisons.
Appointments of Liaison to the Special Board of Review - 1 per Council
District (Councilmembers Swanson, Bourke, and Herbst 2013 Liaisons).
Mayor Ryan announced the appointments of liaison to the Special Board of
Review - 1 per Council District are Councilmembers Hovland, Clark, and
Kolb 2014 Liaisons.
Appointment of Liaison to the Coon Creek Watershed Board (Councilmember
Hovland 2013 Liaison).
Mayor Ryan announced the appointment of liaison to the Coon Creek
Watershed Board is Councilmember Hovland 2014 Liaison.
Appointment of Liaison to the Rice Creek Watershed Board (Councilmember
Herbst 2013 Liaison).
Mayor Ryan announced the appointment of liaison to the Rice Creek

Appointments of Liaison to Anoka County Joint Law Enforcement Council
(Mayor Ryan and Police Chief Olson 2013 Liaisons).

Mayor Ryan announced there will be no liaison appointments for 2014 to the
Anoka County Board.
Appointments of Liaison to Anoka County - Blaine Airport Advisory
Committee (Mayor Ryan and City Manager Clark Arneson 2013 Liaisons).
Mayor Ryan announced the appointments of liaisons to Anoka County -
Blaine Airport Advisory Committee are Mayor Ryan and City Manager Clark
Arneson 2014 Liaisons.
Appointment of Liaison to the Fogerty Arena Board of Directors
(Councilmember Clark 2013 Liaison).
Mayor Ryan announced the appointment of liaison to the Fogerty Arena
Board of Directors is Councilmember Clark 2014 Liaison.
Mayor Ryan suggested not having a liaison on the board.
Council had a discussion on having a Councilmember as a liaison on the
Forgery Arena Board.
Councilmember Kolb suggested Councilmember Clark participate as a citizen
instead of as a liaison.
Councilmember Swanson commented the City should not be plowing Gabe’s
parking lot.
City Attorney Sweeney stated the lease requires a City Councilmember to
serve on the Board in the public interest. He noted that the lease can be
amended to remove the requirement.
Councilmember Hovland asked about the zoning. Planning Director Schafer
replied the property has split zoning of park and planned commercial.
Councilmember Swanson stated he agrees with reappointing Councilmember
Clark for 2014. He commented Gabe’s should find a snowplow company.
Councilmember Clark stated he enjoys participating on the Board and sees the
liaison position as a benefit to the City.
Appointment of Liaison to the North Metro Telecommunications Commission
(Councilmembers Swanson and Herbst 2013 Liaison).
Mayor Ryan announced the appointment of liaison to the North Metro
Telecommunications Commission is Councilmembers Swanson and Herbst

Mayor Ryan announced the appointment of liaison to the Spring Lake Park
Firefighters Relief Association Board of Trustees is Councilmembers

Appointments of Liaison for the 35W Corridor Coalition (Councilmember
Swanson and City Manager Arneson 2013 Liaisons, Councilmember Hovland
- Alternate).
Mayor Ryan announced the appointments of liaison for the 35W Corridor
Coalition are Councilmember Swanson and City Manager Arneson 2014
Liaisons, and Councilmember Herbst - Alternate.
Appointments of Member and Alternate to NorthStar Corridor Development
Authority (Mayor Ryan and City Manager Arneson - Alternate 2013
Liaisons).
Mayor Ryan announced the appointments of Member and Alternate to
NorthStar Corridor Development Authority are Mayor Ryan and City
Manager Arneson - Alternate 2014 Liaisons.
Appointment of Liaison for the Twin Cities Gateway (Councilmember
Swanson 2013 Liaison).
Mayor Ryan announced the appointment of liaison for the Twin Cities
Gateway is Councilmember Swanson 2014 Liaison.

ROYAL OAKS APARTMENTS

99TH PARKING REQUEST
City Engineer Keely stated Royal Oaks Apartments are short 20 stalls of
parking and they are asking for permission to park on the street. She stated
the road is wide enough to allow parking and the Public Works Department
could plow around the vehicles parked on 99th Avenue adjacent to the
apartment complex. It would be up to the apartment complex to clear snow in
the parking lane on the north side of 99th Avenue.
Councilmember Clark commented the on street parking is a temporary
short-term solution. He suggested the owners buy additional land for parking
when the property around the apartments goes on the market.
