Thursday, January 16, 2014 6:30 PM Cloverleaf Farm Room A Meeting Number 14-05 NOTICE OF WORKSHOP MEETING The meeting was called to order by Mayor Ryan at 6:30 p.m. Quorum Present. ALSO PRESENT: Clark Arneson, City Manager; Patrick Sweeney, City Attorney; Bryan Schafer, Planning Director; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Chris Olson, Police Chief/Safety Services Manager; Roark Haver, Communications Technician; Al Thorp, Senior Engineering Technician; Jane Cross, City Clerk; and Recording Secretary Linda Dahlquist. Present: 6 - Councilmember Clark, Councilmember Kolb, Councilmember Bourke, Mayor Ryan, Councilmember Hovland, and Councilmember Swanson Absent: 1 - Councilmember Herbst 1. WS 14-05 LAKES OF RADISSON 58th ADDITION - LAND USE AND DESIGN DISCUSSION Sponsors: Schafer Planning Director Schafer stated the developer is requesting to amend the Comprehensive Plan for three parcels from commercial to L-MDR (Low/Medium Density Residential). He stated one parcel has a formal subdivision application and CUP. He commented the change would allow residential development of 3-10 units per acre which would be consistent with the housing along Lakes Parkway. Planning Director Schafer stated the proposed Lakes 58th edition includes a new parking lot for the beach that would be deeded to the City. He stated the development is modeled after similar developments in The Lakes with single and two level homes on cement slabs (no basements under the structures). He noted the development will have large berms surrounding the development and a retaining wall next to the volleyball courts. City of Blaine Page 1 City Council Workshop Minutes - Final January 16, 2014 Councilmember Hovland asked about the height of the berms. Planning Director Schafer replied the berms will be 8-10 feet. Planning Director Schafer commented the street would be maintained by the City. Councilmember Bourke asked about on street parking. Planning Director Schafer replied the development will have on street parking. Councilmember Clark asked if the City will maintain the landscaping. Planning Director Schafer replied landscaping would be maintained by the association. Planning Director Schafer commented the City would like to seek bids along with Hans Hagen for the street development and the parking lot. Mayor Ryan commented he received a letter from a resident of The Lakes that are in favor of the rezoning. Planning Director Schafer commented that the other two parcels owners are requesting land use changes, but have no proposed development at this time. Discussed OTHER None.
