Thursday, July 10, 2014 6:30 PM Cloverleaf Farm Room A Meeting Number 14-36 NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Pro Tem Bourke at 6:30 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City Attorney; Bryan Schafer, Planning and Community Development Director; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Jim Hafner, Storm Water Manager; Chris Olson, Police Chief/Safety Services Manager; Roark Haver, Communications Technician; Al Thorp, Senior Engineering Technician; Catherine Sorensen, City Clerk and Recording Secretary Linda Dahlquist. Present: 7 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Bourke, Councilmember Kolb, and Councilmember Herbst 3 New Business City of Blaine Page 1 City Council Workshop Minutes - Final July 10, 2014 3-1 WS 14-26 105TH AVENUE TURNBACK/REDESIGN STUDY Sponsors: Therres Attachments: 105th Ave Loc Map.pdf Public Services Manager Therres stated Anoka County proposes to pay a lump sum of $1.1 million toward the City’s reconstruction of 105th Avenue from TH 65 to Radisson Road. He stated the City, County and National Sports Center met to discuss the process of the turnback and to discuss sharing the cost of hiring a consultant to assist in the redesign which Anoka County and the National Sports Center do not have funds for a redesign. He stated that an estimate of $3.5 million was calculated to reconstruct the road with new pavement, median with turn lanes, traffic signals, pedestrian features, trees, street lights and fencing. Mayor Ryan arrived at 6:32 p.m. City Manager Arneson stated if the County keeps the road they will do a mill and overlay. City Attorney Sweeney stated the County can deed the road to the City. City Manager Arneson stated the National Sports Center could ask for more bonding money from the State next year. He noted it is unknown if NSC will be able to get additional funds. Mayor Ryan commented there was traffic congestion over the weekend at the NSC due to events. City Manager Arneson commented the City cannot assess State property. He suggested the City bond for the reconstruction. Public Services Manager Therres stated the County has soil borings that they agreed to share with the City. City Manager Arneson commented the City needs soil borings. He noted the center lane is wavy. Councilmember Bourke asked if the County could bond for the road improvements. City Manager Arneson replied the County wants to pay $1.1 million in cash to the City over a five year period. Mayor Ryan commented the NSC needs more access roads. Public Services Manager Therres stated a survey would cost the City approximately $100,000. City Manager Arneson suggested the City and County split the survey cost. Finance Director Huss replied the City’s bond rating would not be affected. He commented the City would not have an identified funding source and would have to rely upon MSA funds. Councilmember Herbst suggested the County do the mill and overlay and then turn the road back to the City. He noted a mill and overlay lasts approximately seven to eight years. Councilmember Kolb suggested the Council meet with the County Commissioners at a Council meeting. She stated they are responsible to the citizens of Blaine. Mayor Ryan suggested the County pay the City $2 million. Councilmember Bourke stated the County needs to participate in the design study. Public Services Manager Therres replied the full design work would cost approximately $300,000. Public Services Manager Therres commented soil borings in the middle of the road are needed. Councilmember Bourke commented redesign work is necessary and the County should partner with the City. Councilmember Swanson suggested a tax on the rental income of the NSC. He commented a tax would need legislative approval. Mayor Ryan commented a three way split (City, County and NSC) on the cost of the redesign would be fair. City Manager Arneson commented there will be a new exit built with the new soccer fields to the north. Councilmember Kolb suggested the NSC charge for parking for large events to generate funding for road improvements. Councilmember Clark suggested the City’s bonding match the County’s payment schedule. Planning Director Schafer stated the City has Tax Increment Fund (TIF) dollars that are earmarked for 105th that can be used. Police Chief/Safety Services Manager Olson commented NSC pays for Police support for large events. City of Blaine Page 3 City Council Workshop Minutes - Final July 10, 2014 Councilmember Swanson requested staff research the cost of soil borings and research if TIF dollars can be used to cover costs. Councilmember Clark requested the staff research the cost of soil borings, scheduling a meeting with Council and Anoka County officials, using TIF money, charging for NSC parking, if a toll road is an option, and placing a local sales tax on NSC. Discussed 3-2 WS 14-27 125TH AVENUE/XYLTE STREET INTERSECTION Public Services Manager Therres stated a public meeting was held in May. He stated the residents would like to explore not having a median. He stated the consultant stated a ¾ median would work with a restricted left turn going east. He noted the residents are in favor of the proposal. He stated the County is waiting to hear from the City for the go ahead with the project. He stated the County Board has approved the ¾ median. Councilmember Kolb commented she is concerned the residents in the area are not in favor of the proposed ¾ median intersection. Councilmember Herbst commented his son lives near the area and he is concerned about a conflict of interest on this issue. City Attorney commented Councilmember Herbst may want to recuse himself on any Council vote on this issue. Planning Director Schafer stated both the Moh’s and Lennar properties would need to be developed before the road could be connected which would probably be done in 2016. Councilmember Clark stated the County plans to hold another open house in the fall. He suggested the City hold a neighborhood meeting prior to the County.
