Call to Order The meeting was called to order by Mayor Ryan at 6:30 p.m. 2. Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City Attorney; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Ward Brown, Financial Analyst; Chris Olson, Police Chief/Safety Services Manager; Roark Haver, Communications Technician; Al Thorp, Senior Engineering Technician; Catherine Sorensen, City Clerk and Recording Secretary Linda Dahlquist. New Business City of Blaine Page 1 City Council Workshop Minutes - Final September 11, 2014 3-1 WS 14-43 PAVEMENT MANAGEMENT PROGRAM UPDATE Sponsors: Huss Finance Director Huss gave a presentation on the road improvements since the Pavement Management Program’s inception (funds used and miles of roads improved) and the five-year outlook. He noted that in 2010 there were 230 miles of City streets. The PMP includes seal coats, overlays, non-MSA reconstructions, and MSA reconstructs. He stated total dollars spent from 2010 to 2014 is $11.2 million and funding sources are from the current levy, assessments, MSA and bonding. The PMP has five color codes to grade the roads’ condition. He gave an overview of the projection of funding needs for 2015-2019 and noted the City is issuing debt every other year for the PMP. Councilmember Herbst asked about bonding for the roads and the payoff of the bonds. Finance Director Huss replied bonding is for 15-20 years. He stated the City’s bonded debt per capita is good. Councilmember Hovland stated in the past the City was behind in road maintenance and asked for the current status of the roads. Public Services Manager Therres replied the City is starting to see progress. He stated the City is approximately ten years away from completing first round PMP. Council discussion on debt per capita and other items that are bonded. Mayor Ryan asked about LGA funds and how older cities seem to get more funds. Finance Director Huss replied LGA has a formula that is used for each city. City Manager Arneson replied the City is receiving $26,000 of LGA funds for 2014. Discussed City of Blaine Page 2 City Council Workshop Minutes - Final September 11, 2014 3-2 WS 14-44 DISCUSSION ON 105TH AVENUE TURNBACK AND RECONSTRUCTION Sponsors: City Council Attachments: 20140825_153604 Public Services Manager Therres stated Anoka County plans to do a mill and overlay on 105th Avenue/CR 87 in 2015 and then turn back this section of road to the City. He gave an overview of three options for the Council to consider which include: the County do a mill and overlay; the City accept $1.1 million and do the overlay; or the City accept $1.1 million and do a redesign and construction. He noted that a reconstruction would cost approximately $4.5 million and funding would come from MSA, TIF, utility, and assessments. He commented the City can request an advance of three years of MSA funds from the State. Councilmember Bourke asked if a pedestrian tunnel could be included in the redesign. Public Services Manager Therres replied the cost would be great. Councilmember Swanson asked if a pedestrian overpass could be included in the redesign. Public Services Manager Therres replied the cost would be even greater. Councilmember Hovland asked if a median is necessary in the redesign. Public Services Manager Therres replied the median is needed for pedestrian crossing. Council discussion on TIF funds and PMP project funding. City Manager Arneson commented that the City needs to spend TIF money or risk losing it. Finance Director Huss commented the City has $7.6 million in TIF money. Councilmember Swanson suggested a special tax on the National Sports Center to cover road maintenance costs. City Manager Arneson commented the City will need to use a consultant for the project due to its size and it will take two years to complete. Discussed City of Blaine Page 3 City Council Workshop Minutes - Final September 11, 2014 3-3 WS 14-45 2015 PROPOSED CAPITAL FUND BUDGET Sponsors: Huss Finance Director Huss gave an overview of the proposed 2015 Capital budget. He stated current requests are for $2.4 million for replacement equipment and new programs. He gave an overview of the replacement equipment, which included Council laptops, and City phone system upgrade. Councilmember Clark asked about CSO equipment compared to squad car. Police Chief Olson replied yes and the equipment is repurposed. Councilmember Bourke asked about street maintenance equipment and if it is necessary. Public Services Manager Therres replied yes. Finance Director Huss noted staff is requesting six temporary speed humps. Council discussion on the age of the City’s plow trucks, Safety Services, Community Standards, and Fire. Council consensus for the 2015 Capital budget to be $1.5 million. Finance Director Huss commented that plans are to issue one equipment certificate that will cover 2014 and 2015 equipment purchases. He commented that combining the two years in one bond will save the City issuance costs. He stated the bonds are for five years and local banks are solicited. Discussed OTHER BUSINESS Public Services Manager Therres stated the County has cost issues with the Main Street construction. He stated the County has discovered peat, which has increased the cost of the project by $3 million dollars. He stated in order to get the construction costs under control the County suggested eliminating items such as curbing, gutters, medians, and/or trails.
