NOTICE OF WORKSHOP MEETING
1 Call to Order
The meeting was called to order by Mayor Ryan at 6:30 p.m.
2 Roll Call
Quorum Present.
ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City
Attorney; Bryan Schafer, Planning and Community Development Director;
Bob Therres, Public Services Manager; Joe Huss, Finance Director; Ward
Brown, Financial Analyst; Bob Fiske, Community Standards Director; Mike
Ulrich, Public Works Director; Chris Olson, Police Chief/Safety Services
Manager; Roark Haver, Communications Technician; Al Thorp, Senior
Engineering Technician; Catherine Sorensen, City Clerk and Recording
Secretary Linda Dahlquist.

Councilmember Bourke, Councilmember Kolb, and Councilmember

Family Promise
Richard Johnson, Board Member of Family Promise, stated Family Promise
provides shelter to homeless families during the week and is staffed by
volunteers. He stated two churches in Blaine support the program Saint
Timothy and Christ Lutheran. He noted many of the people are employed, but
are under employed. He noted the program also assists families with deposits
for housing.
Councilmember Herbst asked if kids that are kicked out of their home could
utilize the program. Mr. Johnson replied no, this is a program for families.
3-1 TMP 14-1974 HOPE 4 YOUTH
Sponsors: City Council
Randy Kolb, Hope 4 Youth, stated Hope 4 Youth works with homeless
teenage kids and is headquartered in Anoka. He stated the facility offers the
kids a place to shower and eat, but not sleep.
Councilmember Kolb stated the kids cannot sleep at the facility.
Mayor Ryan commented Family Promise requested $10,000.
Councilmember Swanson suggested $5,000 for Family Promise and $5,000
for Hope 4 Youth.
Discussed
Anoka County Composite Squadron - Minnesota Wing Civil Air Patrol
Major David Manchester, Anoka County Composite Squadron (ACCS),
stated ACCS is the civilian auxiliary to the Air Force and has three
components: Aerospace Education, Emergency Services and Cadet Programs.
He stated ACCS has 101 members and 56 of the members are children ages
12 to 18 with the program focus on developing the youth to become leaders.
Councilmember Bourke left the meeting at 6:44 p.m. and returned at 6:45
p.m.

Special Revenue Funds Budget Discussion
Finance Director Huss stated the 2015 Proposed Charitable Gambling
contributions average $90,000 annually. He noted the funds come from four
organizations and 13 organizations are requesting awards for 2015.
Councilmember Herbst suggested giving $10,000 to both Hope 4 Youth and
Family Promise.
Councilmember Kolb commented the Historical Society is working on a
book.
Councilmember Bourke clarified that the fund’s reserve balance goal is
$35,000. Finance Director Huss replied yes, although there will be more due
to increase revenues.
Councilmember Clark commented Alexandra House depends on the City’s
contribution. He stated he would like to see a detailed plan from Hope 4
Youth.
Councilmember Herbst stated there are organizations in need and he would
like to contribute to these organizations.
Councilmember Bourke commented this fund does not need to have a large
reserve when there are organizations in need.
Councilmember Clark suggested $10,000 each for Hope 4 Youth, Family
Promise and the Historical Society. He stated the Council wants to see plans
from each of these organizations.

Finance Director Huss stated the funding sources are from franchise fees and
number of subscribers. He commented the revenues and expenditures have
remained consistent over the years.
Councilmember Swanson noted that Cable is losing members due to
competition.
Council consensus on the proposed budget.

OTHER BUSINESS
City Manager Arneson asked the Council if the temporary speed humps
should be installed. He noted that the installation will take six men, two days.
Public Services Manager Therres stated the warranty is void if the temporary
speed humps are used in snow. Public Works Director Ulrich commented
there is currently a
house being built in the area that has trucks hauling items. Council consensus
to wait until spring to install temporary speed humps. Councilmember Clark
requested monitoring traffic counts on the street with the newly installed stop
signs.
Council consensus on the City snow plow Fogerty’s parking lots except for
the Curling Arena/Gabe‘s lot on a regular schedule when Aquatore Park’s lot
is plowed.
City Manager Arneson stated a special public hearing is scheduled for
November 5, 2014.
City Manager Arneson stated City attorney bids are due next week. He stated
staff will review and summarize the bids for the Council.
