The meeting was called to order by Mayor Ryan at 6:30 p.m.

ALSO PRESENT: Clark Arneson, City Manager, Thomas Sweeney, City
Attorney; Bryan Schafer, Planning and Community Development Director;

SBM Fire Chief Zikmund stated the Anoka County Fire Protection Council
(FPC) is comprised of all fire agencies within the county. He stated the FPC
functions to enhance fire service in the county; although the FPC does not
share fire data among the agencies. He noted that fire records could be
incorporated into an integrated system and data could be shared across borders
as part of the Anoka County Public Safety Data System under a Memorandum
of Understanding, Joint Powers Agreement between the Anoka County Joint
Law Enforcement Council and the FPC. He stated the annual maintenance
cost is $17,000. He noted there will have 17 members in the JPA. He
commented to date several of the member cities have adopted the JPA. He
noted the FPC meets four times per year and one Council member will be
asked to participate.
Councilmember Clark arrived at 6:35 p.m.
SBM Fire Chief Zikmund stated the County has purchased the software
program.
Mayor Ryan commented Allina is interested in becoming a part of the JPA.
Councilmember Herbst asked if the cost has increased. SBM Fire Chief
Zikmund replied the cost did increase slightly from last year, but we are
gaining data sharing.

City Clerk Sorenson stated the Council requested the history of limiting
off-sale liquor licenses and the process to issue more licenses. She noted that
the State limit is one license per 7,000 people. She stated the City limited
licenses to a one-mile radius consistent with nearby municipalities. She stated
the City currently has eight liquor licenses.
Councilmember Clark asked if the City is taking applications now. City Clerk
Sorensen stated no, the City is not taking applications at this time.
Councilmember Clark commented he knows of two groups that are interested
in liquor licenses. He stated he has received calls about boundaries being
changed. He asked if a process could be established for how to choose the
recipient.
City Clerk Sorensen stated the process is when the City receives a completed
application, it is dated and time stamped in order to be fair. She noted the
license is given to the first applicant with a fully completed application.
City Manager Arneson stated the City will receive Blaine’s residential number
from the Met Council in April.
Councilmember Kolb commented the upscale stores have liquor licenses;
although they will not come to Blaine without an available liquor license.
Councilmember Clark asked if the City should hold a liquor license for an
upscale grocery store. Planning and Community Development Director
Schafer commented staff talks to Lunds yearly and they are not ready to come
to Blaine yet.

3-2 WS 14-60 2015 PROPOSED SANITATION UTILITY FUND BUDGET

Finance Director Huss stated the Sanitation Fund accounts for the City’s
refuse and recycling program. He noted that the City has a seven-year
contract (2009-2015) with an option to extend the contract for three more
years to 2018 with Advanced Disposal Services (formerly Veolia
Environmental Services) for refuse collection and recycling services for
Blaine’s residents. He stated the budget recommendation and five-year
budget outlook developed in 2012 was to gradually increase customer fees
over the next five to seven years. He stated the model proposed was a
$1.50/quarter increase from 2013 through 2015; and a $2.00/quarter increase
for 2016 through 2017. He stated staff is suggested an adjustment to the
model for a lower increase of $.75/quarter for 2014 and 2015. He noted the
fee recommendation allows the continuation of a gradual drawdown of fund
reserve to a level that provides operating cash flow, a reserve to cover large
expense increases due to fuel costs spikes and other unforeseen factors.
Councilmember Herbst suggested splitting the City in half (north and south)
and possibly having two different haulers to increase competition.
Finance Director Huss stated staff recommends changing the haulers contract
to start in July instead of January. He noted a six-month contract extension
would be needed with the current hauler.
Councilmember Clark asked if the contract can be terminated six months
early. Finance Director Huss replied there is a termination clause in the
contract, but staff would need to review the contract.
Councilmember Clark requested staff look at the contract. He noted he would
prefer cancelling sooner due to poor service. He asked for the time schedule
for executing a RFP
City Manager Arneson replied a RFP would be needed in six months. He
noted that cancelling the current contract is not a good idea because the City
will not save money.
Councilmember Kolb asked if a RFP is posted and two companies come in
with the same price, how that would work if the City is divided.
Colleen Sinclair, City of Coon Rapids, stated there are a lot of changes in the
industry and she suggested seeking bids that includes organics (food waste).
She suggested extending the current contract to see what changes will be
made in the industry.

Councilmember Swanson commented staff is really busy and he suggested not
cancelling the current contract.
Colleen Sinclair stated splitting the City in two will double the staff workload
and other issues.

3-3 WS 14-62 OFFICE OF TRAFFIC SAFETY (OTS) GRANT OFFICER

Police Chief/Safety Services Manager Olson stated the Minnesota Department
of Public Safety, Office of Traffic Safety is seeking proposals from law
enforcement agencies for a full time DWI officer. He stated the DWI Officer
is a four-year position and will work peak nights and times when drinking and
driving occurs. He stated the federal grant will be written one fiscal year at a
time and will cover a full-time sworn officer, fringe benefits and a fully
equipped squad car. He stated items not covered are squad operating costs per
mile, maintenance, uniforms and weapons. He noted that eight counties that
are eligible for grant funds: Anoka, Dakota, Hennepin, Olmsted, Otter Tail,
Ramsey, St. Louis and Stearns.
Councilmember Herbst asked if the officer would work for Anoka County or
the City. Police Chief/Safety Services Manager Olson replied the officer
would be on the City’s payroll. He noted that the officer’s equipment could
not be used for department/City use. Police Chief/Safety Services Manager
Olson replied the hours and equipment are restricted to the position. He noted
at the end of the grant period the equipment and car will be the City’s
property.
Councilmember Swanson asked about overtime. Police Chief/Safety Services
Manager Olson replied the officer could work overtime for the City as long as
it does not interfere with his/her regular working hours. He noted that
training costs are not covered.
Mayor Ryan commented the funding comes from Federal money dispersed by
the State.
Councilmember Kolb asked if the City has many DWI’s. Police Chief/Safety
Services Manager Olson replied yes, a full-time person would be busy.
Councilmember Herbst asked if the officer can pull over for traffic violations.
Police Chief/Safety Services Manager Olson replied yes, the officer can issue
other tickets if the driver is not DWI.
