Monday, March 30, 2015 7:00 PM Cloverleaf Farm Room A 2015 Special Board of Review Workshop NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Pro Tem Herbst at 7:02 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager. Board of Review Members: Chair Gary Smith, Vice Chair Randi Erickson, Commissioners Patrick Grengs, and Maisa Olson. Absent: Commissioner Lynda Riley. Anoka County Assessor’s Office: County Assessor Michael Sutherland; Commercial Appraiser Dan Eischens; Residential Appraisers Ron Foster, Shawn Halligan, Jack Purkis, and Andrea Jones. Present: 5 - Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Herbst, and Councilmember King Absent: 2 - Mayor Ryan, and Councilmember Bourke 3 New Business WS 15-14 BOARD OF REVIEW MARKET DISCUSSION Anoka County Assessing staff presented data on property sales for the period of 10-1-2013 through 4-30-14. Discussion was held on 2013 coefficient of dispersion (the average deviation of a group of numbers from the median) for the property types in certain neighborhoods and price related differential (mean divided by weighted mean). They stated the 2015 assessment for taxes payable in 2016 saw slight increases in values and stated based on time adjusted sales prices and the residential time trend for the City was 4.18%.
