NOTICE OF WORKSHOP MEETING
1 Call to Order
The meeting was called to order by Mayor Ryan at 6:30 p.m.
2 Roll Call
Quorum Present.
ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick
Sweeney; Planning and Community Development Director Bryan Schafer;
Public Services Manager Bob Therres; Finance Director Joe Huss; Police
Chief/Safety Services Manager Chris Olson; Communications Technician
Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine
Sorensen; and Recording Secretary Linda Dahlquist.
Present: 6 - Mayor Ryan, Councilmember Hovland, Councilmember Clark,
Councilmember Bourke, Councilmember Herbst, and Councilmember
King
Absent: 1 - Councilmember Swanson

3-1 WS 15-24 SEWER LINE INSURANCE PROGRAM
Public Services Manager Therres stated staff received information on a sewer
service line warranty program from the National League of Cities (NLC). He
stated the insurance program pays for repairs on water and sewer lines that are
the property owner’s responsibility. He noted the NLC has partnered with
Utility Service Partners to administer the service line insurance program and
they are requesting that the City participate in the program by advertising and
distributing the information to Blaine residents.
Council consensus to not participate.

Public Services Manager Therres stated the City owns a portion of the
shoreline in the Lakes Development adjacent to townhome associations. He
stated residents have placed docks for their boats on the City’s property,
which the City has told the residents to remove. He suggested three options:
City retain the property and not allow docks; lease or license the property; or
turn the City property over to the associations and retain an easement over the
trail. He noted that only electric motors are allowed on the lake.
Mayor Ryan stated he would support turning the property over to the
associations.
Councilmember Clark suggested a City dock with a public launch or turn back
the property to the associations.
Councilmember Bourke asked how the necessary electric outlets would be
addressed for residents to use.
Councilmember Herbst suggested a City dock and charge a yearly slip fee.
City Manager Arneson stated Councilmember Swanson is in favor of leasing
the land.
Mayor Ryan suggested the Park Board hold a public hearing for the residents
to provide input.
Planning and Community Development Director Schafer stated the
homeowners paid a premium to be on the lake and may have an issue with
others having access.
Councilmember Clark suggested a City dock at the beach that people could
purchase a day pass and directed this topic be discussed by the Park Board as
well.
Discussed and Forwarded to the Park Advisory Board
OTHER BUSINESS
Council discussion on miscellaneous projects including proposed chicken
ordinance, striping contract, World Fest, Oak Park Plaza and K-Mart.
