NOTICE OF WORKSHOP MEETING
1 Call to Order
The meeting was called to order by Mayor Ryan at 6:30 p.m.
2 Roll Call
Quorum Present.
ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick
Sweeney; Planning and Community Development Director Bryan Schafer;
Public Services Manager Bob Therres; Finance Director Joe Huss; Police
Chief/Safety Services Manager Chris Olson; Financial Analyst Ward Brown;
SBM Fire Chief Nyle Zikmund; Communications Technician Roark Haver;
Senior Engineering Technician Jason Sundeen; City Clerk Catherine
Sorensen, and Recording Secretary Linda Dahlquist.
Present: 7 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson,
Councilmember Clark, Councilmember Bourke, Councilmember Herbst,
and Councilmember King

3-1 WS 15-47 2016 PROPOSED CAPITAL FUND BUDGET
Finance Director Huss gave an overview of the 2016 Capital Requests. He
noted that the requests are for replacement items and new programs. He
stated requests are for vehicles, heavy and other equipment, computers and
technology, and Spring Lake Park/Blaine/Mounds View (SBM) Fire
Department requests. He stated with the current requests there is a gap of
$1.7 million. He noted this budget is just an estimate.
Councilmember Herbst asked about the new Wal-Mart’s permit cost and if
the revenue estimate includes that permit. Planning and Community
Development Director Schafer replied $150,000. City Manager Arneson
stated permits for the apartment building on 93rd and Infinite Campus will

also be collected this year.
Finance Director Huss gave an overview of funding sources, which includes
using equipment certificates and unrestricted General Fund reserves.
City Manager Arneson stated the local banks want to work with the City on
bonding; although the amounts the City needed in the past were too large for
the local banks to handle.
Finance Director Huss gave an overview of the next steps for the budget,
which includes Finance review, City Manager review, City Manager
recommendation, Council review, and Council adoption likely at the first
meeting in December.
Councilmember Herbst asked about sealcoating new roads. City Manager
Arneson stated the City will continue with sealcoating new roads. Finance
Director Huss commented the City cannot bond for sealcoating because it is
considered maintenance.

Other Business
Rice Creek Watershed District
City Manager Arneson stated Anoka County is requesting a letter of
recommendation from the City for Steve Wagamon’s appointment to the Rice
Creek Watershed District.
Contract Negotiations
City Manager Arneson updated the Council on upcoming patrol contract
negotiations and said follow up will be done pending selection of a third party
to conduct the negotiations.
Councilmember Clark asked if there is a requirement to seek bids. City
Attorney Sweeney replied no, not for professional services.
Council consensus for staff to get three bids for the work.
Supermajority Vote
City Attorney Sweeney stated State Statutes requires a supermajority vote to
be four-fifths of all members of the Council, which would be six votes. He
noted there is an exception, if a person is legally disqualified, that would
lower the requirement to approve a City-initiated project to be five out of six
votes.
Met Council
Councilmember Swanson asked if the City received a letter from the Met

Council. Planning and Community Development Director Schafer replied yes
and it will be shared with the Council. City Manager Arneson replied the Met
Council adopts their plan and sends system statements to all cities in the
metro area. He stated the cities have three years to revised their comp plans to
be consistent with the system statement.
Miscellaneous
Council reviewed last week’s workshop discussion on the EDA lot on 105th
Avenue and the proposed brewery concept and Spring Lake Park School
District’s interest in purchasing the same site. Staff shared that the District
needs to move forward soon in order to get a question on the ballot in April
2016 so a conclusion should be reached soon. Staff shared that they will be
bringing forward proposed language for a brewery at the October 1 workshop
to get Council direction on location and food requirements.
