Thursday, November 5, 2015 7:00 PM Cloverleaf Farm Room A NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 7:00 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick Sweeney; Planning and Community Development Director Bryan Schafer; Public Services Manager Bob Therres; Finance Director Joe Huss; Financial Analyst Ward Brown; Economic Development Coordinator Erik Thorvig, Police Chief/Safety Services Manager Chris Olson; Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 5 - Mayor Ryan, Councilmember Swanson, Councilmember Bourke, Councilmember Herbst, and Councilmember King Absent: 2 - Councilmember Hovland, and Councilmember Clark 3 New Business 3-1 WS 15-57 2016 PROPOSED SANITATION UTILITY FUND BUDGET Finance Director Huss gave an overview of the preliminary budget for the Sanitation Fund, which is a division of the City’s Public Services Department. Finance Director Huss noted the revenue required to operate the Sanitation Fund comes from charges for service. He gave an overview of the operating revenues and operating expenses. He commented January 1, 2016 is the beginning of a new 5½-year contract with Walters Recycling and Refuse, Inc. He noted that there will be an increase in 19,500 households served with the new contract. Councilmember Bourke questioned the $11.00 increase proposed for 2016 versus the $2.00 increase in prior years. Finance Director Huss replied the City of Blaine Page 1 City Council Workshop Minutes - Final November 5, 2015 subsidy on tipping fees by Anoka County is stopping at the end of 2015. Councilmember Swanson asked if staff has looked at the super users. Finance Director Huss replied Walters will track the super users. Councilmember Bourke suggested residents pay extra to have large items picked up. Finance Director Huss gave an overview of the three billing tiers and the five-year model. He noted Blaine residents need to recycle more to lower costs. Councilmember King asked about cart washing. George Walters, Walters Recycling and Refuse, Inc., replied they are working on pricing to offer residents cart washing services. Council concurred with the proposed 2016 sanitation utility fund budget as presented. Council directed staff to outline to residents that the reason for the rate increase is due to increased tipping (dumping) fees.
