Thursday, May 5, 2016 6:30 PM Cloverleaf Farm Room A NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 6:30 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick Sweeney; Planning and Community Development Director Bryan Schafer; Finance Director Joe Huss; Police Chief/Safety Services Manager Chris Olson; Park and Recreation Manager Nate Monahan; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 6 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Bourke, and Councilmember King Absent: 1 - Councilmember Herbst 3 New Business 3-1 WS 16-26 COUNTY ROAD 10 RENAMING City Manager Arneson stated the City of Mounds View wants to rename County Road 10 to Mounds View Boulevard in Ramsey County from I35W to Coon Rapids Boulevard. Councilmember Hovland commented people confuse Highway 10 with County Road 10. Council consensus is to not rename County Road 10. Informational: no action required 3-2 WS 16-27 METROPOLITAN AIRPORTS COMMISSION (MAC) LEASE City of Blaine Page 1 City Council Workshop Minutes - Final May 5, 2016 City Manager Arneson gave an overview of the history of the City’s 5-year lease agreement with MAC that expired in October 2015. He stated the City paid $56,000 flat fee and $16,000 contribution for SBM fire service on the airport; and MAC paid the City for sewer and water maintenance on the airport. He stated the National Sports Center (NSC) and MAC have come to a one-year agreement for the NSC to lease Airport Park’s 49-acre parcel from MAC. He stated the City will maintain and operate the softball wheel, but the soccer fields and concession building will be maintained and operated by the NSC and the Blaine Soccer Club. He noted MAC will still continue to market the corner piece on 105th and Radisson Road for development. He stated the golf training facility is still being discussed. Councilmember Bourke commented the lease is for a partial year lease for $75,000. City Manager Arneson replied the City did not participate in the lease discussion with NSC and MAC. He stated two things that are not addressed is the City’s ability to purchase the land or the City’s fire contribution. He noted the City should not make the $16,000 fire contribution. Councilmember Clark arrived at 6:40 p.m. Councilmember King stated the City has no long-term interest. City Manager Arneson stated the agreement is between NSC and MAC. He noted the City owns the softball wheel and concession building. Councilmember King asked if the City has enough sports fields. Park and Recreation Supervisor Monahan replied yes. Mayor Ryan asked if the City could manage without the softball wheel. Park and Recreation Supervisor Monahan replied no, the softball wheel is needed. Council consensus on the City maintaining the softball wheel. Councilmember Clark asked about football and lacrosse teams using the fields. City Manager Arneson replied talks have not occurred with these groups. Park and Recreation Supervisor Monahan replied football and lacrosse play at Lexington and Aquatore. City Manager Arneson stated the agreement only covers this year. Councilmember Clark stated the buildings should not be given to NSC. He noted they are taking the City’s assets of buildings, parking lots, fencing, etc. Councilmember Swanson commented the City has control of zoning. City of Blaine Page 2 City Council Workshop Minutes - Final May 5, 2016 Councilmember Clark asked if a school is built on the north side of 105th would it require a CUP or rezone. Planning and Community Development Director Schafer replied yes a CUP is needed to build on both sides of 105th. Discussed 3-3 WS 16-28 PAWNBROKER LICENSE FEE Police Chief/Safety Services Manager Olson stated Councilmember Bourke requested staff review the pawnbroker fee structure and provide recommendations. He stated the City has one pawn license for We Pay More Pawn. He gave an overview of the history of pawn licensing fees, current fee structure established in 2011, staff costs, types and numbers of transactions, and comparisons. He stated Blaine has one dedicated investigator with pawn responsibility. Councilmember Bourke asked if other cities use the same pawn tracking software. Police Chief/Safety Services Manager Olson replied yes the same software is used. Police Chief/Safety Services Manager Olson stated a lower fee will not cover the costs related to managing a pawnshop. He suggested keeping the current fee. Councilmember Hovland asked for the number of arrests made that are associated with the pawnshop. Police Chief/Safety Services Manager Olson replied he did not have a number. Councilmember Bourke inquired about the automated pawn systems fee. Police Chief/Safety Services Manager Olson replied the City has to pay the fee annually to use the automated pawn system. Discussed Other Business Comcast and Prism Councilmember Swanson stated the first quarter income reports show that Comcast has gained more customers than Prism and revenues are ahead of last year. Aquatore Dog Park Fencing Park and Recreation Supervisor Monahan stated Jim Hafner had met with the seniors about the Dog Park last fall and there was no issue. He stated the Blaine Festival Committee is requesting permanent fencing along Highway 65 connecting to the dog park. He stated the Festival Committee has authorized City of Blaine Page 3 City Council Workshop Minutes - Final May 5, 2016 $7,000 to pay for the fencing. He stated this section of fence could be included in the bid for the fencing of the dog park. He gave an overview of three types of fencing. Councilmember Bourke stated he is in favor of black vinyl fencing. Park and Recreation Supervisor Monahan stated that fencing would be approximately $5,000 more. Councilmember Hovland suggested the City approve the black fencing and absorb the extra cost for the upgrade. Police Chief/Safety Services Manager Olson stated a benefit of the extra fencing is if a dog gets loose from the dog park, it would not be able to run out onto Highway 65. Councilmember King stated he is in favor of a basic fence. Mayor Ryan asked for the total cost of the dog park. Park and Recreation Supervisor Monahan replied $80,000. Councilmember Hovland stated he is in favor of a basic fence. Councilmember Clark stated he is in favor of a basic fence and the fencing has to match. Park and Recreation Supervisor Monahan confirmed a basic silver fence will be installed sometime next week. Councilmember Swanson suggested an identification sign be hung on the fence. Mayor Ryan requested the City have satellite toilets for the dog park. July 2016 - Council Meeting City Clerk Sorensen confirmed the Council will hold only one Workshop and Regular Council meeting in July. Council consensus to schedule a Council Workshop and Regular Council meeting on July 14, 2016. Informational; no action required.
