Blaine City Hall City of Blaine 10801 Town Sq Dr NE Blaine, MN 55449 Anoka County, Minnesota Minutes - Final City Council Workshop Thursday, November 3, 2016 6:30 PM Cloverleaf Farm Room A NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Pro Tem Swanson at 6:30 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick Sweeney; Planning and Community Development Director Bryan Schafer; Public Services Manager Bob Therres; Finance Director Joe Huss; Budget/Fiscal Analyst Ward Brown; Safety Services Manager/Police Chief Chris Olson; Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 5 - Councilmember Hovland, Councilmember Swanson, Councilmember Bourke, Councilmember Herbst, and Councilmember King Absent: 2 - Mayor Ryan, and Councilmember Clark 3 New Business 3-1 WS 16-69 2017 PROPOSED CAPITAL FUND BUDGET II Finance Director Huss stated staff has adjusted the 2017 proposed budget in the categories of vehicles, heavy and other equipment, computers and technology, other, and SBM. He gave an overview of the 2017 City Manager recommendations for the Safety Services Department, SBM Fire Services, Public Services Department, and Community Development Department. He noted no bonding will be needed for 2017. City Manager Arneson commented funding has not been earmarked for Traffic Management Commission. Finance Director Huss commented funding has not been earmarked for Body Worn Cameras. City of Blaine Page 1 City Council Workshop Minutes - Final November 3, 2016 Councilmember King confirmed staff will hold off on the purchase of the new building security access system, but will purchase a new security gate for the Police Department. City Manager Arneson replied yes. Discussed OTHER BUSINESS Mayor Pro Tem Swanson suggested the Council complete the City Manager’s performance review on either November 10 or November 17. Council discussion on watershed districts. City Manager Arneson stated 19 homes were affected by the flooding on Hastings Street. He stated the homeowners can apply for the City’s differed, low interest loan program to make repairs on their homes. He noted a requirement of the loan would be for the homeowners to get one bid for work up to $5,000 and two bids for the work over $10,000. Councilmember Hovland asked if the insurance company rejects the claims and the City is named in the lawsuit, how can the City help the homeowners. City Attorney Sweeney replied Weidema and the City would be named in the lawsuit and it would take at least a year to settle. He suggested the home owners get their City loan applications in before a lawsuit is filed. City Manager Arneson stated Hastings is scheduled to be paved on November 4 and if it is not the City will move to liquidated damages. He noted that the pond on the north end of Hastings Street will be pumped out and sand placed on the bottom. Councilmember Hovland asked if the City can sue the contractor. City Attorney Sweeney replied the City does not have a standing on damages, the homeowners have damage. Councilmember Herbst asked for an update on the Pavement Management Program. Public Services Manager Therres replied the program is working well. Discussed ADJOURN The Workshop adjourned at 6:58 p.m. Adjourned City of Blaine Page 2
