Blaine City Hall City of Blaine 10801 Town Sq Dr NE Blaine, MN 55449 Anoka County, Minnesota Minutes - Final City Council Workshop Thursday, December 15, 2016 6:30 PM Cloverleaf Farm Room A NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 6:30 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; Public Services Manager Bob Therres; Planning and Community Development Director Bryan Schafer; Finance Director Joe Huss; Police Chief/Safety Services Manager Chris Olson; Police Captain Dan Szykulski; Economic Development Coordinator Erik Thorvig; City Engineer Jean Keely; Budget/Fiscal Analyst Ward Brown; IT Manager Paul Grosse; Communications Technician Roark Haver Senior Engineering Technician Jason Sundeen; and City Clerk Catherine Sorensen. Present: 5 - Mayor Ryan, Councilmember Swanson, Councilmember Clark, Councilmember Herbst, and Councilmember King Absent: 2 - Councilmember Hovland, and Councilmember Bourke 3 New Business 3-1 WS 16-79 WILDLIFE MANAGEMENT PLAN Captain Szykulski stated based upon Council discussion, it was determined Staff would research and develop a wildlife management plan in order to determine the necessity and method, if necessary, of managing the deer population in the City of Blaine. Staff has consulted with the Minnesota Department of Natural Resources (DNR), U.S. Wildlife Services (USDA/APHIS), and the Three Rivers Park District to gain information as it relates to determining our deer population and formulate a plan. A deer count will be one of the initial and necessary actions to help determine next steps. The plan does not include the property owned by the Metropolitan Airport Commission (MAC) as the MAC utilizes its own plan for deer management. It was noted the DNR recommends 15 to 20 deer per square mile. Staff is recommending a departure to 12 deer per square mile due to the City’s development plans, thus decreasing the current carrying capacity for deer. City of Blaine Page 1 City Council Workshop Minutes - Final December 15, 2016 The documented number of collisions and complaints in the City of Blaine were reviewed. Staff recommended the City Council discuss and approve the proposed wildlife plan for the City of Blaine and make necessary Ordinance changes to assist with the wildlife population. Councilmember Herbst commented on the complaints he has received from Blaine residents on the west end. He stated two of his grandchildren have had Lyme’s disease and he was grateful the City was addressing the deer population. Mayor Ryan agreed. Discussed 3-2 WS 16-80 COMPUTER/DEVICE USER POLICY City Manager Arneson introduced the most recent draft (as updated by Paul Grosse, IT Manager) of the Computer/Device User Policy and requested comments or questions from the Council. IT Manager Grosse discussed the revisions that were made to the Computer/Devise User Policy with the Council. Councilmember King said he appreciated the revisions made within the updated policy. Councilmember Clark suggested the term laptop be removed in order for the policy to remain generic. He then discussed the City’s email archive and records retention system and suggested staff consider implementing an email archive system. Councilmember Clark offered several other minor language changes for the policy. He thanked staff for their work on the computer policy. Discussed Other Business None. None.
