Present: 7 - Councilmember Hovland, Councilmember Clark, Councilmember King, Councilmember Garvais, Councilmember Jeppson, Mayor Ryan, and Councilmember Swanson 3 New Business 3-2 PRELIMINARY CONSIDERATION OF ALLEGATIONS AGAINST AN INDIVIDUAL AND TO RECEIVE SECURITY BRIEFINGS / REPORTS REGARDING PUBLIC SERVICES / INFRASTRUCTURE Due to a potential perceived conflict with his employer, Minnesota Department of Veterans Affairs Councilmember Garvais recused himself and left the meeting prior to discussion regarding preliminary consideration of allegations against an individual. Council continued discussion regarding this topic. Discussed. Receive Security Briefing/Reports Regarding Public Services/Infrastructure City of Blaine Page 1 City Council Workshop Minutes - Final February 16, 2017 Councilmember Garvais joined the Council to receive security briefings and reports regarding public services infrastructure surrounding two recent water delivery failures in the City. Discussed. 3-1 WS 17-13 PROPOSED EPA SETTLEMENT Council discussed the proposed EPA settlement presented to the Council regarding the alleged discharge of dredged or fill materials into waters at Aquatore Park and Lexington Athletic Complex.
