This was a closed meeting pursuant to the provisions of Section 3.01 of the Blaine City Charter and Minnesota Statutes 13D.05, Subd. 3(a). 2 Roll Call ALSO PRESENT: City Manager Clark Arneson. Quorum present. Present: 5 - Councilmember Clark, Councilmember Garvais, Councilmember Jeppson, Mayor Ryan, and Councilmember Swanson Absent: 2 - Councilmember Hovland, and Councilmember King 3 New Business 3-1 City Manager Review The purpose of the closed special meeting was to discuss the City Manager’s evaluation and review. City Manager Arneson was asked to join the meeting later to participate in the remainder of the evaluation process.
