Friday, October 29, 2021 6:00 PM Cloverleaf Farms Room Fall City Council Retreat NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Sanders at 6:00 PM on October 29, 2021. 2 Roll Call PRESENT: Mayor Tim Sanders, Councilmembers Wes Hovland, Julie Jeppson, Chris Massoglia, Richard Paul, Jess Robertson and Jason Smith. ABSENT: None. Quorum Present. ALSO PRESENT: City Manager Michelle Wolfe; Community Development Director Erik Thorvig; Deputy Public Works Director Nick Fleischhacker; City Engineer Dan Schluender; Police Chief/Safety Services Manager Brian Podany; Assistant City Manager/Finance Director Joe Huss; Deputy Finance Director Ali Bong; Director of Administration Cassandra Tabor; Communications Manager Ben Hayle; Accountant Dalton Larson; City Clerk Cathy Sorensen; Craig Rapp, City’s Strategic Plan Consultant 3 New Business 3-1 Strategic Plan One Year Check In Attachments: Blaine Strategic Plan with Appendices Strategic Plan Summary Blaine Strategic Plan Timeline Staff reviewed the process used that resulted in the city’s adopted City of Blaine Page 1 City Council Workshop Minutes October 29, 2021 strategic plan then shared the current status of the six strategic priorities and previewed the public dashboard that is being created to report strategic plan progress to the community. Craig Rapp, consultant, reviewed in more detail the city’s strategic plan. The council recessed the meeting at 8:21 PM then reconvened on Saturday morning to discuss future housing development, 2022 proposed tax levy and general fund budget, special board of review, city manager review process, 2022 retreat schedule, and other topics. City Manager Wolfe stated discussions and direction would be shared with staff for follow up at future workshops. OTHER BUSINESS None. ADJOURN The Workshop adjourned at 12:15 PM on October 30, 2021.
