NOTICE OF WORKSHOP MEETING
1 Call to Order
The meeting was called to order by Mayor Sanders at 6:00PM.
2 Roll Call
PRESENT: Mayor Tim Sanders, Councilmembers Wes Hovland, Julie
Jeppson, Chris Massoglia, Richard Paul, Councilmember Jess
Robertson.
ABSENT: Councilmember Jason Smith.
Quorum Present.
ALSO PRESENT: City Manager Michelle Wolfe; Community
Development Director Erik Thorvig; Finance Director/Assistant City
Manager Joe Huss; Administrative Services Director Cassandra Tabor;
Deputy Finance Director Ali Bong

Finance Director/Assistant City Manager Joe Huss shared a report

stating Council devoted a generous portion of the January 29, 2022
Winter Retreat to discussions on development of the 2023 tax levy and
General Fund budget. The retreat discussion focused on basics of the
budget process, process improvement feedback, budget development,
levy development, and strategic priorities. He said the goal of this
workshop was to focus on levy development and strategic priorities then
outlined economic conditions that affect the levy and strategy used as
part of the budget process that includes prioritization and creating
department-level budget proposals.
Council discussed strategic priorities, policy statement, examples of
strategic fund uses suggested for projects such as Aquatore Park
bandshell, traffic signals, trails (109th Avenue), redevelopment, road
expansion, and reserve for levy containment. They reviewed other
potential uses of the strategic priorities fund such as supplemental
resource for funding capital equipment purchases and facilities fund
reserve then reviewed data and information presented and discussed in
detail City Council priorities, initiatives, and recommendations.
OTHER BUSINESS
Mayor Sanders spoke about the upcoming board/commission
interviews.
Mr. Huss shared about the upcoming conversion to Office 365 and steps
needed to complete this for Council.
