He noted additional funding will be needed to remove the home and driveway, and for the installation of storm water improvements. He noted EDA pooled TIF dollars would be used. Adopted Aye: 6 - Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Kolb, President Ryan, and Comissioner Swanson 4-2 EDA RES 14-10 AUTHORIZE THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY, HAVING ALL THE POWERS OF A HOUSING REDEVELOPMENT AUTHORITY, TO LEVY A PROPERTY TAX UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR 2015 Sponsors: Huss Finance Director Huss stated Minnesota statutes require special taxing districts to certify preliminary property tax levies to County auditors by September 15. He stated the Blaine Economic Development Authority (EDA) functions as a special taxing district and is authorized to levy taxes. He noted the tax rate proposed would be 1.15%. Commissioner Herbst asked if the City’s tax rate will remain the same as 2014. Finance Director Huss replied yes. Adopted 5 Other Business Executive Director Arneson stated the City has hosted mud runs last year and this year. He noted a larger mud run organization is seeking approval to rent more property. Commissioner Herbst asked if all City expenses will be covered. Executive Director Arneson replied yes. He noted land use and hold harmless agreements will be signed. President Ryan commented mud runs bring money to the community.
