EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order by President Ryan at 7:00 p.m.

COURTS AND CLOVERLEAF COURTS

Avinity Proposal
Blaine Courts (1990) and Cloverleaf Courts (2000) were developed by the
EDA to provide affordable independent senior apartments for senior residents
of Blaine and surrounding communities. In total 157 units were built with
these two buildings. The EDA has continued to own, maintain and provide
direction on management while working with TC Christian Homes which is
now Avinity.
Recently the EDA was approached by Lang-Nelson (Lanel) with an offer to
purchase the two properties. At the same time Avinity had also presented an
offer. Both of these have been shared with the EDA. The two offers to
purchase have significant differences and would result in different sale values
and various levels of EDA financial involvement past the sale.
Representatives from Avinty and Lanel shared their background and outlined
their offers.
Mary Kay Bladow, Cloverleaf Courts, commented on Avinty’s Christian
background and the proposed sale.
Dick Sherry and daughter Ann Marie expressed concern about selling and the
possibility of rent increases.
Peggy Morgantini, Cloverleaf Courts said maintaining affordable rent is most
important.
Bob Nelson commented about not being able to sell for five years or
increasing rents more than a certain percentage.
Bev Baumgartner, Cloverleaf Courts, suggested residents who are not pleased
with the sale can move and offered her support for Lang-Nelson.
Jim Dorf, Cloverleaf Courts, referred to the Council’s responsibility in the
potential sale.
Council consensus was to hold an EDA meeting on November 20, 2014,
immediately following the regular Council meeting to consider the sale of
