EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

Immediately Following Regular Meeting

The meeting was called to order at 8:59 p.m. by President Ryan followed by
the Roll Call.

Quorum present.
ALSO PRESENT: Executive Director Clark Arneson, City Attorney Patrick
Sweeney; Community Development Director Bryan Schafer; City Engineer
Jean Keely; Public Safety Manager/Police Chief Chris Olson; Finance
Director Joe Huss; Communications Technician Roark Haver; Senior
Engineering Technician Al Thorp; City Clerk Catherine Sorensen ; and
Recording Secretary Linda Dahlquist.

Moved by Commissioner Swanson to not sell Blaine Courts and Cloverleaf
Courts.
Motion failed due to no second.
President Ryan stated the City has a good relationship with Avinity. He stated
the EDA has to justify the costs of owning the properties. He stated he
supports the Lang Nelson proposal.
Finance Director Huss stated the proposal from Avinity is the same dollar
amount and a promissory note paid over 12 years. He noted the proposal is
close to the Lang Nelson proposal.
Commissioner Hovland commented Lang Nelson or Avinity are able to keep
the costs down better than the City.
Commissioner Clark commented he had said all along that the City should not
be in the housing business.
Commissioner Herbst stated he is in favor of the Lang Nelson proposal.
Commissioner Bourke stated he is in favor of the Lang Nelson proposal. He
asked about the status of the building repair. City Manager Arneson replied
the City has received one bid and is awaiting two more bids. He noted that the
work can be done in the winter.
Commissioner Kolb stated she would like to stay status quo, but realistically
the funds used for the properties will be used elsewhere in the City.
Commissioner Swanson stated the decision is a policy decision and that the
buildings are solvent with raising the rents. He noted that he was impressed
with the Lang Nelson buildings and how they are maintained.
