Aye: 5 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, President Ryan, and Comissioner King 4 New Business City of Blaine Page 1 EDA Minutes - Final June 18, 2015 4-1 EDA RES 15-06 AMENDING THE EDA BUDGET $123,000 TO FUND BLAINE PROMOTIONAL ACTIVITIES AT THE 2015 3M CHAMPIONSHIP GOLF EVENT Planning and Community Development Director Schafer stated the 3M Championship PGA Golf Tournament will be on July 27-August 2, 2015. He stated the City plans to host a skybox to market the City to businesses. He stated the skybox sponsorship is $100,000 and catering $23,000. Commissioner Bourke questioned the total amount being more than last year. City Manager Arneson replied the dollar amount is the same as previous years and that the $23,000 is for food and catering. President Ryan commented the City bills the tournament for police service. Moved by Commissioner Clark, seconded by Commissioner Bourke that Resolution 15-06, “Amending the EDA Budget $123,000 to Fund Blaine Promotional Activities at the 2015 3M Championship Golf Event,” be approved. Motion adopted unanimously. Aye: 5 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, President Ryan, and Comissioner King 4-2 EDA RES 15-07 APPROVING AN AMENDMENT TO THE BLAINE ECONOMIC DEVELOPMENT PROJECT PLAN, ESTABLISHING A REDEVELOPMENT INCREMENT FINANCING DISTRICT AND APPROVING A TAX INCREMENT FINANCING PLAN THEREFORE (OAK PARK PLAZA) Finance Director Huss stated the EDA Project Plan is to establish a redevelopment tax increment financing (TIF) district and TIF plan. He stated the development would bring $12 million in private investment and the agreement provides for $2.1 in assistance with a lump sum coming from the existing pooled TIF funds and the remainder to be paid via the Pay-As-You-Go (PAYGO) TIF district. He noted that the property qualifies as a redevelopment district eligible for TIF funding as a blighted property and it meets the requirement to allow the establishment of a TIF District. Commissioner Bourke asked if the project included the service station. City Manager Arneson replied no that property is separate. Moved by Commissioner Bourke, seconded by Commissioner Clark that Resolution 15-07, “Approving an Amendment to the Blaine Economic Development Project Plan, Establishing a Redevelopment Increment Financing District and Approving a Tax Increment Financing Plan Therefore (Oak Park Plaza),” be approved. Motion adopted unanimously.
