Motion adopted 5-0-2 (Commissioner Hovland abstained from the Meeting Minutes of June 18, 2015 due to his absence). Aye: 5 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, President Ryan, and Comissioner King Abstain: 2 - Comissioner Hovland, and Comissioner Swanson City of Blaine Page 1 EDA Minutes - Final September 3, 2015 4 New Business 4-1 EDA RES 15-09 AUTHORIZE THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY, HAVING ALL THE POWERS OF A HOUSING REDEVELOPMENT AUTHORITY, TO LEVY A PROPERTY TAX UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR 2016 Finance Director Huss stated Minnesota statutes require special taxing districts to certify preliminary property tax levies to county auditors by September 15. The Blaine Economic Development Authority (EDA) functions as a special taxing district and is therefore authorized to levy taxes under the enabling statutes. He stated based on budget discussions the levy should be set at the same dollar amount as the 2015 levy which is $202,150.00. Moved by Commissioner Swanson, seconded by Commissioner King that Resolution 15-09, “Authorize the Blaine Economic Development Authority, Having all the Powers of a Housing Redevelopment Authority, to Levy a Property Tax Upon the Taxable Property in the City of Blaine for 2016,” be approved. Motion adopted unanimously.
