EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:30 p.m. by President Ryan followed by
the Roll Call.

Quorum present.
ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick
Sweeney; Planning and Community Development Director Bryan Schafer;
Public Services Manager Bob Therres; Finance Director Joe Huss; Police
Chief/Safety Services Manager Chris Olson; Economic Development
Coordinator Erik Thorvig; Communications Technician Roark Haver; Senior
Engineering Technician Al Thorp; and City Clerk Catherine Sorensen.

Moved by Commissioner Herbst, seconded by Commissioner Bourke that the
Meeting Minutes of October 1, 2015, be approved.
Motion adopted unanimously.

4-1 EDA RES 15-12 CONSIDERATION OF THE PURCHASE OF PROPERTY AT 9003,
9031, 9131, 9151, 9095, and 9103 LEXINGTON AVENUE NE FROM
ANOKA COUNTY
Economic Development Coordinator Thorvig stated Anoka County owns six
vacant lots along the east side of Lexington Avenue. He noted the lots were
purchased for the right-of-way expansion. He stated a developer is interested
in developing a 41 unit assisted living/memory care facility on the lots. He
stated Anoka County is not able to sell the land directly to a private party;
therefore, the EDA needs to act as a pass through in the sale of the land to the
developer.
Commissioner Bourke confirmed the City would not have any costs incurred.
Economic Development Coordinator Thorvig replied the City will not incur
any costs.
Moved by Commissioner Swanson, seconded by Commissioner Herbst that
Resolution 15-12, “Consideration of the Purchase of Property at 9003, 9031,
9131, 9151, 9095, and 9103 Lexington Avenue NE from Anoka County,” be
approved.
Motion adopted unanimously.

Economic Development Coordinator Thorvig stated Anoka County owns six

President Ryan opened the public hearing at 7:32 p.m.
President Ryan closed the public hearing at 7:33 p.m.
Commissioner Bourke requested the original purchase prices of the lots.
Moved by Commissioner Swanson, seconded by Commissioner King that
Resolution 15-13, “Public Hearing and Consideration of the Sale of EDA
Property at 9003, 9031, 9131, 9151, 9095, and 9103 Lexington Avenue NE to
Aspen Gardens Holdings, LLC,” be approved.
Motion adopted unanimously.
