EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:15 p.m. by President Ryan followed by
the Roll Call.

Quorum present.
ALSO PRESENT: City Manager Clark Arneson; Planning and Community
Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; Economic Development Coordinator Erik Thorvig; Communications
Technician Roark Haver; Senior Engineering Technician Al Thorp; and City
Clerk Catherine Sorensen and Recording Secretary Linda Dahlquist.

Moved by Commissioner Hovland, seconded by Commissioner Bourke that the
Meeting Minutes of January 7, 2016, be approved.
Motion adopted unanimously.

WETLAND CREDITS TO ASSIST SITE DEVELOPMENT FOR

CROWN ENTERPRISES
Planning and Community Development Director Bryan Schafer stated Crown
Enterprises and the Rice Creek Watershed District have determined that a
portion of the required wetland mitigation for the development’s proposed
wetland impacts need to be accomplished off site. He stated Crown is
requesting the EDA consider selling up to 3.5 acres of wetland credits to
support the project. He noted Crown has agreed to pay the EDA
$1.80 per square foot for the credits plus reimburse the EDA’s cost of
withdrawal from the wetland bank. He noted this transaction would not
happen until the site plan is done.
Commissioner Bourke asked if the dynamics will change of the site. Planning
and Community Development Director Schafer replied no.
Commissioner Swanson asked if costs will be covered. Planning and
Community Development Director Schafer replied yes.
Moved by Commissioner Bourke, seconded by Commissioner Swanson, that
“Resolution 16-03, “Consideration of the Sale of EDA Controlled Wetland
Credits to Assist Site Development for Crown Enterprises,” be approved.
Motion adopted unanimously.

4-2 EDA RES 16-04 HOLDING A BUSINESS SUBSIDY PUBLIC HEARING AND
CONSIDERATION OF PROVIDING POOLED TIF ASSISTANCE TO
STREAMWORKS, LLC IN THE AMOUNT OF $400,000
President Ryan opened the public hearing at 7:21 p.m.
Economic Development Coordinator Thorvig stated Streamworks is looking
to build a new 88,000 square foot office/production headquarters on Pheasant
Ridge Drive in the Lexington Preserve Office Park the property that is owned
by CSM Development. He stated the proposed project costs are
approximately $8,885,000 and Streamworks targeted goal is $8,000,000. He
stated to assist Streamworks, CSM has reduced their costs by $400,000 and
requested the City contribute $400,000 in pooled TIF funds. He noted that the
current balance of pooled redevelopment TIF funds is $10,746,923. He stated
the project would have a quick construction schedule and be in the new
building in the fall.
President Ryan closed the public hearing at 7:27 p.m.
Commissioner King asked about salary averages. Economic Development
Coordinator Thorvig replied $50,000 and up.

Commissioner King asked if there will be room for them to expand at this
site. Economic Development Coordinator Thorvig replied yes.
Moved by Commissioner Bourke, seconded by Commissioner Swanson, that
Resolution 16-04, “Holding a Business Subsidy Public Hearing and
Consideration Providing Pooled TIF Assistance to Streamworks, LLC in the
amount of $400,000,” be approved.
Motion adopted unanimously.
