EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:20 p.m. by President Ryan followed by
the Roll Call.
2 Roll Call
Quorum present.
ALSO PRESENT: City Manager Clark Arneson; Planning and Community
Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; City Engineer Jean Keely; Communications Technician Roark Haver;
Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and
Recording Secretary Linda Dahlquist.
Present: 6 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner
Hovland, Comissioner Swanson, and Comissioner King
Absent: 1 - Comissioner Herbst

Moved by Commissioner Swanson, seconded by Commissioner King, that the
Meeting Minutes of April 7, 2016, be approved.
Motion adopted 3-0-3. (Commissioners Bourke, Clark and Hovland abstained
due to absence.)

BANKING PROJECT
Stormwater Manager Hafner stated the approved contract amount for the
project was not to exceed $454,912.50. He stated the original RFP for the
project included a per acre incentive for each acre of wetland credit over the
40-acre minimum which added to the project cost. The project is complete
and 55 acres of credit have been created. He noted the credits have been
deposited in the State wetland bank. The project came in under budget at
$425,514. The incentive payment is $30,000.
Commissioner Bourke asked about recent sales of wetlands credits.
Stormwater Manager Hafner replied 6.2 acres have been sold recently and
there are 48+ acres of credit in the bank.
Commissioner Bourke asked where the wetland revenues go. Stormwater
Manager Hafner replied the wetland revenues from the Branch 3 bank go to
the EDA and future sale of credits from the new Blaine Wetland Sanctuary
bank would go to Open Space.
Moved by Comissioner Swanson, seconded by Comissioner Hovland, that this
Motion be Adopted. The Motion was adopted unanimously.

6 Adjournment
Moved by Commissioner Swanson, seconded by Commissioner Bourke, to
adjourn the meeting at 7:29 p.m.
