Blaine City Hall City of Blaine 10801 Town Sq Dr NE Blaine, MN 55449 Anoka County, Minnesota Minutes - Final EDA The purpose of the Blaine Economic Development Authority is to increase the City’s commercial/industrial tax base, provide employment opportunities, undertake redevelopment to enhance and maintain neighborhood economic stability, and address special needs, such as senior housing. As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, August 18, 2016 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:28 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum present. ALSO PRESENT: City Manager Clark Arneson; Planning and Community Development Director Bryan Schafer; Public Services Manager Bob Therres; Finance Director Joe Huss; Police Chief/Safety Services Manager Chris Olson; City Engineer Jean Keely;Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 7 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Swanson, and Comissioner King 3 Minutes 3-1 MIN 16-26 AUGUST 8 EDA MINUTES Moved by Commissioner Hovland, seconded by Commissioner Bourke, that the Meeting Minutes of August 4, 2016, be approved. Motion adopted 6-0-1. (Commissioner Herbst abstained due to absence.) Aye: 6 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner Hovland, Comissioner Swanson, and Comissioner King Abstain: 1 - Comissioner Herbst 4 New Business 4-1 EDA RES 16-09 APPROVING MODIFICATIONS TO THE EDA HOME LOAN City of Blaine Page 1 EDA Minutes - Final August 18, 2016 IMPROVEMENT PROGRAM Planning and Community Development Director Schafer stated the City has a Home Improvement Loan Program that assists residents with maintaining and improving the quality of their houses. He stated the program has 61 outstanding loans and the account has funds available. He stated the Center for Energy and Environment (CEE) administers the program and the Community Reinvestment Fund services the loan. He noted loan approval is not required by the EDA. President Ryan asked about default and the City’s rights. Planning and Community Development Director Schafer replied the City does have certain rights to attempt to recoup funds should a resident default on a loan. Commissioner Clark asked if there is a conflict of interest for a Councilmember or City staff to apply for a loan under the program. City Attorney replied the Statute states if there is a financial benefit to a member by an action they make it could be considered a conflict of interest. He stated in his opinion it could be considered a conflict of interest for members. Commissioner Hovland commented he was considering using the program within the next year. City Attorney Sweeney suggested abstaining from voting. Moved by Commissioner Hovland, seconded by Commissioner Herbst, that Resolution 16-09, “Approving Modifications to the EDA Home Loan Improvement Program,” be approved. Amended motion adopted unanimously. Aye: 7 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Swanson, and Comissioner King Moved by Commissioner King, seconded by Commissioner Bourke to amend the motion that EDA members are excluded from using the program during their term. Aye: 7 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Swanson, and Comissioner King City of Blaine Page 2 EDA Minutes - Final August 18, 2016 4-2 EDA RES 16-10 APPROVING THE EXPENDITURE OF $123,982 TO FUND BLAINE PROMOTIONAL ACTIVITIES AT THE 2016 3M CHAMPIONSHIP GOLF EVENT Planning and Community Development Director Schafer stated the EDA hosts a skybox at the 3M Championship annually paying a sponsorship fee plus food and beverage costs. He noted the proceeds go to support local charities. He stated the City also provides security services for the tournament that is billed directly to the 3M Championship. Moved by Commissioner Herbst, seconded by Commissioner King, that Resolution 16-10, “Approving the Expenditure of $123,982 to Fund Blaine Promotional Activities at the 2016 3M Championship Golf Event,” be approved. Motion adopted unanimously. Aye: 7 - President Ryan, Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Swanson, and Comissioner King 5 Other Business None. None. 6 Adjournment Moved by Commissioner Bourke, seconded by Commissioner Herbst, to adjourn the meeting at 7:41 p.m. Motion adopted unanimously.
