EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:28 p.m. by President Ryan followed by
the Roll Call.

Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; City Engineer Jean Keely;Communications Technician Roark Haver;
Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and
Recording Secretary Linda Dahlquist.

Moved by Commissioner Hovland, seconded by Commissioner Bourke, that
the Meeting Minutes of August 4, 2016, be approved.
Motion adopted 6-0-1. (Commissioner Herbst abstained due to absence.)

IMPROVEMENT PROGRAM
Planning and Community Development Director Schafer stated the City has a
Home Improvement Loan Program that assists residents with maintaining and
improving the quality of their houses. He stated the program has 61
outstanding loans and the account has funds available. He stated the Center
for Energy and Environment (CEE) administers the program and the
Community Reinvestment Fund services the loan. He noted loan approval is
not required by the EDA.
President Ryan asked about default and the City’s rights. Planning and
Community Development Director Schafer replied the City does have certain
rights to attempt to recoup funds should a resident default on a loan.
Commissioner Clark asked if there is a conflict of interest for a
Councilmember or City staff to apply for a loan under the program. City
Attorney replied the Statute states if there is a financial benefit to a member
by an action they make it could be considered a conflict of interest. He stated
in his opinion it could be considered a conflict of interest for members.
Commissioner Hovland commented he was considering using the program
within the next year. City Attorney Sweeney suggested abstaining from
voting.
Moved by Commissioner Hovland, seconded by Commissioner Herbst, that
Resolution 16-09, “Approving Modifications to the EDA Home Loan
Improvement Program,” be approved.
Amended motion adopted unanimously.

the motion that EDA members are excluded from using the program during
their term.

4-2 EDA RES 16-10 APPROVING THE EXPENDITURE OF $123,982 TO FUND BLAINE
PROMOTIONAL ACTIVITIES AT THE 2016 3M CHAMPIONSHIP
GOLF EVENT
Planning and Community Development Director Schafer stated the EDA
hosts a skybox at the 3M Championship annually paying a sponsorship fee
plus food and beverage costs. He noted the proceeds go to support local
charities. He stated the City also provides security services for the tournament
that is billed directly to the 3M Championship.
Moved by Commissioner Herbst, seconded by Commissioner King, that
Resolution 16-10, “Approving the Expenditure of $123,982 to Fund Blaine
Promotional Activities at the 2016 3M Championship Golf Event,” be approved.
Motion adopted unanimously.
