EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:20 p.m. by President Ryan followed by
the Roll Call.

Quorum present.
ALSO PRESENT: City Manager Clark Arneson; Planning and Community
Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; City Engineer Jean Keely; Financial Analyst Ward Brown; Spring
Lake Park/Blaine/Mounds View Fire Chief Charlie Smith; Communications
Technician Roark Haver; Senior Engineering Technician Al Thorp; City
Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist.

Moved by Commissioner Hovland, seconded by Commissioner King, that the
Meeting Minutes of August 18, 2016, be approved.

4-1 EDA RES 16-11 AUTHORIZE THE BLAINE ECONOMIC DEVELOPMENT
AUTHORITY, HAVING ALL THE POWERS OF A HOUSING
REDEVELOPMENT AUTHORITY, TO LEVY A PROPERTY TAX
UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR
2017
Finance Director Huss stated Minnesota Statute require special taxing districts
to certify preliminary property tax levies to the County Auditor by September
15. He stated the Blaine Economic Development Authority (EDA) functions
as a special taxing district and is therefore authorized to levy taxes under these
enabling statutes. He stated the preliminary levy will be set at the same tax
rate as 2016. He noted once the preliminary levy is set, it can only be
decreased.
Moved by Commissioner Herbst, seconded by Commissioner Hovland, that
Resolution 16-11, “Authorize the Blaine Economic Development Authority
Having all the Powers of a Housing Redevelopment Authority, to Levy a
Property Tax upon the Taxable Property in the City of Blaine for 2016,” be
approved.
Motion adopted unanimously.

Moved by Commissioner Herbst seconded by Commissioner Hovland, to
adjourn the meeting at 7:25 p.m.
