As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, November 16, 2017 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:25 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; Planning and Community Development Director Bryan Schafer; Public Works Director Jon Haukaas; Acting Interim Police Chief/Safety Services Manager Dan Szykulski; Finance Director Joe Huss; Public Services Manager/Assistant City Manager Bob Therres; City Engineer Jean Keely; Communications Technician Roark Haver; Senior Engineering Technician Jason Sundeen; and City Clerk Catherine Sorensen. Present: 6 - Commissioner Clark, Commissioner King, President Ryan, Commissioner Swanson, Commissioner Jeppson, and Commissioner Garvais Absent: 1 - Commissioner Hovland 3 Minutes 3-1 NOVEMBER 2, 2017 EDA MINUTES Attachments: November 2 Minutes Moved by Commissioner Swanson, seconded by Commissioner Clark, that the Minutes of November 2, 2017, be approved. Motion adopted 4-0-2 (President Ryan and Commissioner Clark abstained). None. 5 Other Business 5-1 APPROVING THE USE OF POOLED TIF FOR THE DOMINIUM HOUSING PROJECT (LEGENDS OF BLAINE) Finance Director Huss stated the EDA has twice heard proposals from Dominium and Wellington Development during Workshop sessions and have indicated support for the use of pooled tax increment financing (TIF) to assist Dominium in the acquisition, construction and equipping of a 192-unit multi-family rental housing development near the southwest corner of 109th and Lexington avenues. The proposed resolution indicates the EDA’s support for the use of up to $1,450,000 in existing pooled TIF. The use of TIF is contingent upon an agreement being reached and approved between the EDA, the City and Dominium before August 31, 2018. Staff recommended approval of the use of pooled TIF for this project. Commissioner King asked if this item would come back before the Council for further consideration. Finance Director Huss reported this was the case. He explained if the proposed project did not receive Council approval, the pooled TIF funds would be returned to the City. Moved by Commissioner Clark, seconded by Commissioner Swanson, that Resolution No. 17-13, “Approving the Use of Pooled TIF for the Dominium Housing Project (Legends of Blaine),” be approved. Motion adopted unanimously. Aye 6 - Commissioner Clark Commissioner King President Ryan Commissioner Swanson Commissioner Jeppson Commissioner Garvais 6 Adjournment Moved by Commissioner Garvais, seconded by Commissioner Jeppson, to adjourn the meeting at 7:27 p.m. Motion adopted unanimously.
