EDA
The purpose of the Blaine Economic Development Authority is
to increase the City’s commercial/industrial tax base, provide
employment opportunities, undertake redevelopment to
enhance and maintain neighborhood economic stability, and
address special needs, such as senior housing. As authorized
under Minnesota State statutes, the Blaine City Council also
serves as the Blaine Economic Development Authority.

The meeting was called to order at 7:25 p.m. by President Ryan followed by the
Roll Call.

the Minutes of December 21, 2017, be approved.

4-1 CONSIDERATION OF THE SALE OF EDA WETLAND
CREDITS TO THE BOARD OF WATER AND SOIL
RESOURCES

Planning and Community Development Director Schafer stated the Minnesota
Board of Water and Soil Resources (BWSR) acting as the agent for the Minnesota
Department of Transportation (MnDOT) have requested to purchase 14 acres of
wetland credits from the EDA’s Wetland Bank for mitigation of various state
roadway projects in our region. The terms of the purchase would be at a price of
$54,450 per credit (totaling $762,300), plus applicable fees as detailed in the Joint
Powers Agreement. This amount is equivalent to $1.25 per square foot which is
significantly lower than the standard rate, $1.80-$2.00 per square foot that is the
standard rate charged to developers. Staff is in favor of this rate due to the large
volume of credits being purchased and the purchase being made by the State and
recommended approval of the wetland credit sale. There are approximately 42
credits remaining in the EDA Wetland Bank.
Commissioner King asked if staff had made BWSR aware of the fact this was a
one-time deal for the wetland credit sale price. Planning and Community
Development Director Schafer reported staff has made BWSR aware that all future
wetland credit sales would be considered at a higher purchase price.
Moved by Commissioner Hovland, seconded by Commissioner Jeppson, that
Resolution No. 18-01, “Consideration of the Sale of EDA Wetland Credits to the
Board of Water and Soil Resources,” be approved.
Motion adopted unanimously.
