EDA
The purpose of the Blaine Economic Development Authority is
to increase the City’s commercial/industrial tax base, provide
employment opportunities, undertake redevelopment to
enhance and maintain neighborhood economic stability, and
address special needs, such as senior housing. As authorized
under Minnesota State statutes, the Blaine City Council also
serves as the Blaine Economic Development Authority.

The meeting was called to order at 7:28 p.m. by President Ryan followed by the
Roll Call.

ALSO PRESENT: City Manager Clark Arneson; Planning and Community
Development Director Bryan Schafer; Public Works Director Jon Haukaas; Police
Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss;
Economic Development Coordinator Erik Thorvig; Public Services
Manager/Assistant City Manager Bob Therres; Communications Technician Roark
Haver; Senior Engineering Technician Jason Sundeen; and City Clerk Catherine
Sorensen.

4-1 CONSIDERATION OF THE SALE OF EDA WETLAND
CREDITS
FOR WELLINGTON DEVELOPMENT FOR SITE AT
109TH AVE AND LEXINGTON AVE.

Planning and Community Development Director Schafer stated Wellington
Development is proposing a 32-acre mixed use development at the southwest
corner of 109th Avenue and Lexington Avenue. The site plan that has been
developed shows wetlands that are scattered thru the site that will be impacted by
the grading and site activity. The plan anticipates the filling of just over 2 acres
(92,347 square feet) of wetland to make the project configuration work. They
have indicated to the EDA and Rice Creek Watershed that they would like to
purchase the necessary mitigation in the form of 2.12 acres of wetland credits from
the EDA Wetland Bank. The purchase of 92,347 square feet of wetland credits
from the EDA at the established sales price of $2 per square foot would result in a
sale of $184,694 plus the EDA’s out of pocket cost for withdrawing the wetland
credits from BWSR. The EDA’s Wetland Bank currently has approximately 28
acres currently available (plus the 14 acres held in reserve by the City).
Moved by Commissioner Hovland, seconded by Commissioner King, that
Resolution No. 18-02, “Consideration of the Sale of EDA Wetland Credits for
Wellington Development for Site at 109th Avenue and Lexington Avenue,” be
approved.

Economic Development Coordinator Thorvig provided the EDA with an updated
meeting schedule. He noted he would be holding a small business park meeting at
the Aveda Business Park on Wednesday, February 28th at 7:30 a.m. He reported
he would be holding a meeting with the Metro North Chamber of Commerce
Business Excellent Business Awards meeting would be held on Thursday, March
15th at 11:30 a.m. at Bunker Hills.
6 Adjournment
Moved by Commissioner Clark, seconded by Commissioner Hovland, to
adjourn the meeting at 7:32 p.m.
