As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, December 20, 2018 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:25 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; Planning and Community Development Director Bryan Schafer; Public Works Director Jon Haukaas; Police Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss; Economic Development Coordinator Erik Thorvig; Public Services Manager/Assistant City Manager Bob Therres; City Engineer Dan Schluender; Senior Engineering Technician Jason Sundeen; and City Clerk Catherine Sorensen. Aye 5 - Commissioner Clark Commissioner King President Ryan Commissioner Swanson Commissioner Garvais Abstain 1 - Commissioner Hovland 4 New Business City of Blaine Page 1 EDA Minutes December 20, 2018 4-1 APPROVING CONTRACT WITH CENTRAL MINNESOTA DEVELOPMENT COMPANY FOR SMALL BUSINESS LOAN PROGRAM Attachments: CMDC Contract City of Blaine RLF Management Proposal Economic Development Coordinator Thorvig stated at the November 15, 2018 EDA meeting a resolution was adopted establishing a small business loan program. Staff is proposing to have the Central Minnesota Development Company (CMDC) provide underwriting and loan servicing. CMDC is local company based in Andover and specializes in Small Business Administration (SBA) lending. They provide loan services to several other cities including Coon Rapids and Maple Grove. Staff reviewed the services that would be provided by CMDC. Moved by Commissioner Hovland, seconded by President Ryan, that Resolution No. 18-25, “Approving Contract with Central Minnesota Development Company for Small Business Loan Program,” be approved. Motion adopted unanimously. Aye 6 - Commissioner Clark Commissioner Hovland Commissioner King President Ryan Commissioner Swanson Commissioner Garvais 4-2 AUTHORIZING THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY, HAVING ALL THE POWERS OF A HOUSING REDEVELOPMENT AUTHORITY, TO LEVY TAXES UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR COLLECTION FOR THE YEAR 2019 Finance Director Huss stated Minnesota statutes allow special taxing districts to certify property tax levies on all real property within their jurisdiction. The Blaine Economic Development Authority (EDA) functions as a special taxing district and is therefore, authorized to levy taxes under state law. From the City's recently adopted 2040 Comprehensive Plan, the EDA will encourage "development that creates access to sustainable jobs for the residents of Blaine. He reported earlier this year, City Finance staff conducted a thorough analysis of the EDA fund and on September 21, the EDA gave preliminary approval for a 2019 property tax levy of $680,000. At subsequent budget discussions, the EDA confirmed this levy amount, and at the annual Truth-in-Taxation hearing, the EDA directed staff to bring forward this dollar amount as the 2019 EDA property tax levy. Moved by Commissioner Hovland, seconded by Commissioner Garvais, that Resolution No. 18-26, “Authorizing the Blaine Economic Development Authority, having all the Powers of a Housing Redevelopment Authority, to Levy Taxes upon the Taxable Property in the City of Blaine for Collection for City of Blaine Page 2 EDA Minutes December 20, 2018 the Year 2019,” be approved. Motion adopted unanimously. Aye 6 - Commissioner Clark Commissioner Hovland Commissioner King President Ryan Commissioner Swanson Commissioner Garvais 4-3 ADOPTING THE 2019 EDA BUDGET Finance Director Huss stated the EDA discussed its 2019 budget at the City's annual Truth-In-Taxation public hearing on December 13, 2018. The budget presented herein reflects the 2019 budget for which the EDA gave conceptual approval at the December 13 hearing. He requested an amendment to the budget to include $100,000 in the 3M Championship Tournament. Moved by Commissioner King, seconded by Commissioner Garvais, that Resolution No. 18-27, “Adopting the 2019 EDA Budget,” be approved. Amended motion adopted unanimously. Aye 6 - Commissioner Clark Commissioner Hovland Commissioner King President Ryan Commissioner Swanson Commissioner Garvais Commissioner Clark stated he fully supported the EDA investing in the 3M Tournament. Moved by Commissioner Clark, seconded by Commissioner Hovland, amending the 2019 Budget to include a $100,000 commitment to the 3M Golf Tournament. Amendment adopted unanimously.
