As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, January 17, 2019 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:32 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; Planning and Community Development Director Bryan Schafer; Public Works Director Jon Haukaas; Police Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss; Economic Development Coordinator Erik Thorvig; Public Services Manager/Assistant City Manager Bob Therres; City Engineer Dan Schluender; Senior Engineering Technician Jason Sundeen; and City Clerk Catherine Sorensen. Present: 6 - Executive Director Arneson, President Ryan, Commissioner Jeppson, Commissioner Robertson, Commissioner Paul, and Commissioner Hovland Absent: 2 - Commissioner Swanson, and Commissioner Garvais 3 Minutes 3-1 MIN 19-03 DECEMBER 20, 2018 EDA MINUTES Moved by Commissioner Hovland, seconded by President Ryan, that the Minutes of December 20, 2018, be approved. Motion adopted 4-0-1 (Commissioner Jeppson abstained). Aye 4 - President Ryan Commissioner Robertson Commissioner Paul Commissioner Hovland Abstain 2 - Arneson Commissioner Jeppson 4 New Business City of Blaine Page 1 EDA Minutes - Final January 17, 2019 4-1 EDA RES 19-01 APPROVING SPONSORSHIP AGREEMENT WITH 3M OPEN Economic Development Coordinator Thorvig stated the inaugural 3M Open will be held at the TPC Twin Cities in Blaine July 1-7th. This event will replace the 3M Championship which was held in Blaine since 2001. The 3M Open is a regular PGA Tour event with 156 of the world’s best golfers competing. The following are some facts about the event. For the 3M Championship, the City of Blaine was asked to be an event sponsor in the amount of $100,000. The event sponsorship included access to a hospitality tent on Friday-Sunday of the tournament. Invitations targeted existing and new Blaine businesses, general corporate location consultants, and real estate and development contacts. Mr. Thorvig reported the tournament has requested the City of Blaine to be an event sponsor again in the amount of $100,000. The sponsorship will provide the City of Blaine access to a hospitality tent on the 18th hole, Tuesday-Sunday, and 40 event tickets per day. With the event being much more high profile and in demand than the 3M Championship, this is a unique opportunity to invite and host guests that play a direct role in economic development activity in Blaine. Staff intends to create a targeted invite list and look at the possibility of themed days (developer day, broker day, Blaine business day, etc.) and review this with the EDA/Council sometime this spring before invitations are sent out. Commissioner Jeppson asked how many tickets the City would receive per day for the event. Mr. Thorvig explained the City would receive 40 event tickets per day. President Ryan stated this was not very many tickets so the City would have to keep its invitations very direct and specific. Mr. Thorvig reported a VIP type experience would be created for those invited to this event. Commissioner Hovland questioned how tickets would be sold. Mr. Thorvig explained tickets would be sold on Ticket Master and would be sold as daily passes or as package deals. Commissioner Jeppson requested further information regarding access and security to this event. Public Works Director Haukaas indicated staff was working through the transportation and security logistics. He stated vendors were being asked to get their plans to the City with a goal of having this task completed by early March. Moved by Commissioner Hovland, seconded by President Ryan, that Resolution No. 19-01, “Approving Sponsorship Agreement with 3M Open,” be approved. Motion adopted unanimously.
