As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Monday, June 17, 2019 7:20 PM Council Chambers 1 Call to Order The meeting was called to order at 7:27 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum Present. ALSO PRESENT: City Manager Clark Arneson; Planning and Community Development Director Bryan Schafer; Public Works Director Jon Haukaas; Police Chief/Safety Services Manager Brian Podany; Finance Director Joe Huss; Economic Development Coordinator Erik Thorvig; Public Services Manager/Assistant City Manager Bob Therres; City Engineer Dan Schluender; Senior Engineering Technician Jason Sundeen; and City Clerk Catherine Sorensen. Present: 7 - President Ryan, Commissioner Swanson, Commissioner Jeppson, Commissioner Garvais, Commissioner Robertson, Commissioner Paul, and Commissioner Hovland 3 Minutes 3-1 MAY 20, 2019 EDA MINUTES Attachments: May 20 EDA Minutes Moved by Commissioner Jeppson, seconded by Commissioner Robertson, that the Minutes of May 20, 2019, be approved. Motion adopted unanimously. Aye 7 - President Ryan Commissioner Swanson Commissioner Jeppson Commissioner Garvais Commissioner Robertson Commissioner Paul Commissioner Hovland 4 New Business City of Blaine Page 1 EDA Minutes June 17, 2019 4-1 APPROVE PURCHASE AGREEMENT FOR 10549 NASSAU STREET NE Attachments: Site Location Map Potential Redevelopment Areas Economic Development Coordinator Thorvig stated the area north of 105th Avenue, west of Radisson Road has been identified as a redevelopment area in the 2040 Comprehensive Plan. Redevelopment is identified for this area in an effort to improve the appearance of a highly visible area, and increase employment and tax base. In general, the area includes older, and in some instances, obsolete industrial buildings with outside storage. The strategy identified in the comprehensive plan is for the EDA to acquire property from willing sellers as they come up. The long-term vision for the area is to create sites for commercial and/or light industrial development. Staff provided further comment on the purchase agreement and recommended approval. President Ryan questioned if this property would have any soil contamination. Mr. Thorvig explained a Phase I Environmental would be completed during the due diligence period. He stated given the use on the site he did not anticipate there being any extensive soil contamination areas. Moved by Commissioner Hovland, seconded by Commissioner Swanson, that Resolution No. 19-04, “Approve Purchase Agreement for 10549 Nassau Street NE,” be approved. Motion adopted unanimously. Aye 7 - President Ryan Commissioner Swanson Commissioner Jeppson Commissioner Garvais Commissioner Robertson Commissioner Paul Commissioner Hovland 5 Other Business Economic Development Coordinator Thorvig provided the EDA with an update on the 3M Open. He explained the City has had a great response for the hospitality tent and a diverse range of businesses would be attending the event. Informational; no action required. 6 Adjournment Moved by Commissioner Robertson, seconded by Commissioner Hovland, to adjourn the meeting at 7:34 p.m. Motion adopted unanimously.
